The Undying Lands

I'm curious, as many large creatures don't count as Heroes. However, some armies, such as Moria, would make sense if the creatures were following something bigger. What I'm thinking of is Dwellers in the Dark, which seem to be good warriors, and could be seen as lieutenants for larger creatures such as the Balrog. While lots of non-hero monsters are to idiotic or aggresive to properly lead, should it be allowed with limits, such as needing a certain leadership, or what? Or am I just nuts?

Also, could this apply to other creatures, such as a modified troll that is intelligent? (I know there's one, but it's possible to have more).

Now I'm wondering why there isn't a Cave Troll Chieftain profile the way there's a Mordor Troll Chieftain? As of the 4e rulebook it'd be about 120pts, have the same statline, and have M/W/F 2/1/1, I think.

because cave trolls are very very stupid creatures, while mordor trolls are very cunning.

Movie-wise. The goblins enslaved the trolls from the looks of it.

Book-wise, there were not really much mention of a cave troll except that they spotted one in the back of the bunch. (I swear that when I read that chapter the other week that the fellowship never even fought the bloody thing and instead fought Mordor Uruk-Hai.)

Video Game-wise. The Third Age RPG had all sorts of different trolls in Moria, but none of them had any sort of title beyond the generic jobs for trolls (ie: Drummer)

The Hill-Troll Chieftain is a named hero for cave trolls I believe, and then you have the three trolls, and then the unnamed chieftain trolls. I believe the intelligence of the trolls was in an ascending order respectively.
