Lots of templates. I would advise Frag Cannons-S6, Rending, Assault 2 Templates? Yes please.

And, if he pulls a switch and brings meks instead of hordes, you've got S9 AP2 at close range.

Also Corvus Blackstars have up to two large blasts to drop per turn, plus the assault cannon, with the ability of AA, and it's an assault vehicle, if you want I could throw together a potential list, it'll probably be easier if you know what kind of list he plays.

You have the Stalker and HB squads for long range shooting, the Frag Cannon squads are long range shooters. if desired you can swap the Cannons out for Infernus HB w/ Hellfire shells for the same price. You have the Captain, Libby and Termies for CC rippin' n tearin' and enough teleport homers spread across the board to put them anywhere they're needed. The libby has the beacon angelis to teleport in any desired backup the squad might need. The bikers can be your shoot and scoot unit or a suicide assault team.

Just out of curiosity, why not use the Blackspear Detachment? The benefits from it are very nice. Also, at first you may think the formations are worse than the straight units, but mixing the unit types are actually one of the codex's strong points.

I'd try to split up some of the units and make some formations to form the Blackspear Detachment. Also, you'll be able to deep strike everything so you now gain the mobility you otherwise lack.

Well, this was just meant as a starting point for the guy. Basic representations of the units and their benefits.

Yes this could indeed be taken as a BSSF. Deep striking your entire army is pretty important with so many short range units. I actually have a list in the 1850 range using the BSSF here:
