Forgive me for the noobish question. I thought this was a misprint. just looking for clarification because apparently I'm playing 10 pts short on my list. since it's listed in the wargear, I effectively get the top mounted stormbolter for free and have the option of taking a 2nd?

Yep, like many/most vehicles in 40k, the rhino has a weapon included in its standard equipment.

akira5665, the PM SB is a different thing from the SB that comes standard.

see tegeus that just has me even more confused!!!
I don't see a stormbolter mounted anywhere else on it.. so It would have to be the pintle mounted one.
akira - the blood angels codex lists a "storm bolter" as wargear. then ALSO the option of taking a "pintle mounted storm bolter" for 5 pts.
this wording leads me to assume that the 1 I have mounted is actually free, and I have the option to take a 2nd.

Your conclusion is entirely the correct. The entry tells you what the vehicle has (an SB) and what options you may add (including the PM SB). What's the problem?
Model-wise, you just put two SBs on it if you add the PM SB option.
