Decurion is fine as long as you like running those units.
On your list I have a few suggestions for you to try out. These are suggestions, not set in stone rules. It should help you find your play style.
* Drop the 3rd Ghost Ark, and take a block of Warriors. Sandwich the Warriors between the Arks and put your HQ in there. This will allow you to use the Repair feature if your opponent ignores the Barges, or can't kill them.
* HIGHLY recommend Zahndrekh as your HQ. You'll learn about his shenanigans as you play, but for his points you get a 2+/4i and Zeal. If not, then as above, Overlord with Solar Staff is a pretty safe bet.
* Swap Shadowlooms for Nebuloscopes. I actually think you can't have them both, but I don't have my Codex and I never run both. Double check before you play. Just to be sure, don't ever run Tesla on Tomb Blades. Run Gauss, or get the Particle Beamers.
* Many people are mixed on the Immortals. You're going to have to decide for yourself how often they get within 12". If you find that it happens often, then Gauss it up. Especially if your opponents run Deep Strike Armies. Otherwise, Tesla will not affect their Damage output if you sit them in the back.
* The important thing to remember about Flayed Ones is that Infiltrate is not optional anymore. With Small squads they're really only good at pushing enemy Infiltrators away (if any), or getting a midfield Objective in Maelstrom games. In larger squads, they're a serious threat to opponents which forces them to choose how they want to die. Another great thing about them is that you can Infiltrate them in front of The Warlord and get the 'Re-roll 1s" from him, while providing cover to the squad behind. Something you're not really going to see with small squads.
*With the Reclamation Legion, you gain both 'Relentless' and 'Move Through Cover'. This will allow you to both fire at full strength, and assault if you find that you are Outgunned, or more likely, won't be able to avoid the Assault so you can at least remove any bonuses he has for charging. Especially helpful when you have Ghost Arks, you can get out, Rapid Fire, then Assault w/o any penalty to charge distance. Then if you're still around on your next turn, the Ghost Ark will replace lost models in combat and turn it into a War of Attrition.
* Lastly, the Tomb Blades will also have MTC. So they don't need to test in Terrain. So don't be afraid to put them in or feel you have to go around.
NOTE: Ghost Arks will only Transport Warrior units. So you can't put the Flayed Ones in.
