Just give him 10's across the board, it'd be the only way to represent him without making him seem like a really good Primarch.

You really can't balance the guy, just like you couldn't come up with a decent balance for Corrupted Horus or the Ork Boss that almost beat Big E like a bitch - they're meant to be godlike in power (because for all intents and purposes they are).

As for psychic power, I think he's probably even more powerful as a permanent resident of the Golden Throne than when he was walking around. If anything (and I'm just tossing this out there) I'd just make him have a giant DtW bubble that he can choose to spend single dice to deny an entire roll.

I don't think there's ever a point where he actually manifests a psychic power, outside of demonstrating the pure psychic beacon of purity he is. So I figure fearless for the entire army, DtW on 2+ and he only has to spend one dice to negate any enemy powers, and the various other GMC SR's that make them unstoppable.

Go big or go home I say.

hmm, comparing to the other primarchs, I think this would be pretty close, however being that FW has said they are working on custodes, I suspect we will get Big E rules soon.

Psyker Mastery level: 5

Choose any 2 psychic disciplines, Big E knows all powers in those 2. re-roll All failed harness dice once per turn, re-roll 1 harness dice otherwise.
has all Primarch special rules. sire of the legion replaced with:
Sire of mankind: ALL Imperial forces are fearless while the emperor is alive, and gain hatred, preferred enemy, and crusader when/if he is killed.


Going based on the primarchs, WS is on par with angron, BS is better than most. S is normal, T is high, just below Mortarion. Wounds and Attacks are average, Initiative is good being most primarchs have unwieldy. 2+3++ would be the best armor on any primarch model, the re-rolls of 1 being slightly better than Guilliman's re-roll the 1st failed invuln. Burning sword is at initiative, and S: 9, so wounds all primarchs on at least a 2, claws, I was going for slightly better talons of Horus. ML 5 makes sense, since super psyker, though I want to see Magnus' ML before setting that in stone.


I'll never be able to repay CA for making GW realize that The Old World was a cash cow, left to die in a field.

Gift of the Warp: The Emperor automatically knows all Psyker powers from Biomancy, Telepathy, Telekinesis, Pyromancy, Daemonology and may roll a D2 to swap Daemonology for Malefic Daemonology on a 2***. He still generates and uses Warp Charge as normal.

He's physically a regular human if you take away his psy stuff. Maybe something like this:

All the primarch special rules + All models in his detachment get Fearless and Crusader usr.
Manifests psy powers on 2+, needs three 6-s to peril. Can't be denied to generate WC and manifest psy powers.
Does not roll for psy powers and instead knows all powers from Biomancy and Telepathy.
In addition knows:
Purge - 5 WC. Malediction. Targets a non-vehicle model within 6". It recieves d3+1 S: D hits.

I would argue that he's not a regular human, given that it is his DNA that made the Primarchs. I would certainly expect him to be at least as strong as Gunnery Sergeant Harker (Str 4) and at least as tough as Yarrick (T 4, with 4+ WBB).

-Psychic God: The Emperor is the single greatest mortal psyker to ever exist, with only those daemons of Tzeentch that rule supreme over hordes of Lords of Change able to match him, and only Tzeentch himself able to surpass him. The Emperor does not roll for psychic powers and instead knows all powers from the Telekinesis, Biomancy, and Sanctic Daemonology disciplines. He automatically harnesses warp charges, instead of on a 4+, and may cast up to 5 powers from any combination of disciplines per turn. The Emperor treats all powers as costing 1 warp charge. The Emperor may cast the same power any number of times (the effects of the same blessing don't stack), and may not be under the effects of more than two blessings at a time.
-Master of Mankind: The Emperor grants all friendly units that can draw LOS to him the Fearless, and Crusader USRs. He also grants all friendly units within 12" of him a 6+ FNP, and the ability to reroll all failed charges. He grants Legion Tactical Squads the ability to rapid fire their bolters from up to 18" away instead of the normal 12". The Emperor is automatically the Warlord, and possesses 2 Warlord traits chosen (not rolled on) from the Horus Heresy series.

-Talons of the Imperium: S:As User, AP:1, Melee, Disabling Strike (As per the Talons of Horus' rule)
-God of War: The Emperor may distribute his attacks between his blade, and talons as he chooses.
-Supreme Regalia: The single greatest piece of armor ever constructed by the Imperium. Grants the Emperor a 2+ armor save, and a 3+ Invulnerable save. Also grants an un-modifiable 2+ Deny the Witch, and halves the strength of melee attacks (rounding up) inflicted by Daemon on the Emperor.

Wargear: Armor Imperialis, Flaming Sword of the Emperor, Talon of the Aquilla, Wings of Light, Golden Halo.

Special Rules: Independant Character, Fear, Fearless, Hatred (Chaos and Chaos Space Marines), Indomitable Psyker, Psyker (Mastery Level 6), Adamantium Will, Primarch, Eternal Warrior, God-Emperor.

Indomitable Psyker: Knows the Primaris of Biomancy, Pyromancy, Divination, Telepathy, Telekinesis, and Sanctic Daemonology in addition to the 6 powers he normally can generate, and generates from those 6 tables. The Emperor re-rolls failed psychic dice and Dispel Dice. The Emperor may ignore the effects of Perils of the Warp by expending a Warp Charge.

God-Emperor: The God-Emperor of Mankind MUST be your army's warlord. Instead of rolling for warlord traits, choose any 3 traits from the tables in the BRB, or from Codex: Adeptus Astartes Space Marines. Imperial Models in the same army as The Emperor have Fearless, Crusader, and Relentless.

Armor Imperialis: Gives a 2+ Armor Save, and if a source would deal multiple wounds (d3 wounds/d6 wounds/6+d6 wounds), roll a die for each instance. On a 2+, the allocated wounds are reduced to 1. (this does not make a pool of 20 bolter wounds go down to 1, but rather a Destroyer roll of 6 go down to 1 allocated wound)

Wings of Light: In the movement phase, the emperor may move up to 48" over models and terrain. If he does this, he may not run or charge this turn.

Golden Halo: Gives 3++ invulnerable save that cannot be broken (via turbo penetrator rounds/6 on the D table), All enemy Units within 12" must take a blind test when targeting (shooting and CC) The Emperor before rolling to hit. Also gives the benefit of a Psychic Hood.

Flaming Sword of the Emperor: Melee S AP:1 Soulblaze, Armorbane, Blind, Instant Death, Unwieldy, Wildfire, Cleave
Wildfire: Successful invulnerable saves must be re-rolled.
Cleave: Instead of rolling to hit, The Emperor may substitute all of his attacks to automatically hit all enemy models in base contact with him.

Talon of the Aquilla: Melee S:+1 AP:2 Fleshbane, Shred, Instant Death, Rake
Rake: When attacking with this weapon, a to-hit roll of a 6 is an automatic rend (wound for non vehicle models, treated as a to-penetrate roll of a 6 for vehicles). No further roll is necessary.


Adeptus Custodes Legionaries (size could be based off of Sigmarines)

Special Rules: Deep Strike, Stubborn, ATSKNF (Legionary only), Independant Character, Protector Imperialis, Adamantium Will, Fleet, Furious Charge, Fear (Companion only), Fearless (Companion only), Blitz (Companion only), Rage (Companion only), Rampage (Companion only).

Protector Imperialis: Automatically passes any Look out Sir! Rolls for wounds allocated towards it from another character. Also automatically passes any roll for Glorious Intervention.

Blitz: Once per game, a model with this special rule may choose to blitz forwards in the assault phase. The model rolls 3D6 and moves over models and terrain in any direction up to the number rolled in inches. This may be used to leave a unit it is in, or to join a unit he ends in unit coherency with. If this move ends the model in base contact with an enemy, they are considered to be locked in close combat. The model then counts as charging for the purposes of furious charge and other effects, gaining additional attacks for charging as normal. Overwatch may not be used against a Blitz move.

Relic Halberd: These mighty weapons were gifted to each custodian personally by the emperor himself. It incorporates a built-in storm bolter.
Shooting - 24" S5 AP4 Assault 2 Master Crafted
Assault - Melee S+2/User AP1/2 Specialist Weapon, Master Crafted. first profile to be used when this model charges, the second in subsequent rounds.

Relic Gauntlets: Companions of the Emperor have forsaken their armor and weapons until the return of their God, but are by no means weaker than the Armor-Clad Legionaries.
Assault - Melee S+1 AP2 Shred, Specialist Weapon, The Emperor Protects
The Emperor Protects: A model equipped with a Relic Gauntlet may re-roll their Invulnerable Saves.


Captain-General of the Adeptus Custodes

Hammer of the Forgeworlds - Range: 48" S9 AP2 Pistol, Master-crafted, Designation Exterminatus
Designation Exterminatus: in the shooting phase, in addition to running or shooting, the Captain-General may call in an orbital strike from orbiting cruisers. Treat this as an orbital strike a chapter master can use, but may use this every turn. Additionally, as long as the target of the attack is within line of sight to the Captain-General, subtract the scatter distance as per a normal shooting attack.


The Emperor's Golden Host formation

Mandatory Elites must number 10 models each.

Special Rules: Emperor's Wrath, Emperor's Benediction, Emperor's Blessing.

Emperor's Wrath: Models from this formation within 18" of The Emperor or Captain-General re-roll 1's in the Assault Phase (to hit, to wound/pen, saves).

Emperor's Benediction: As long as The Emperor or Captain-General is alive, models from this formation may run and charge in the same turn.

Emperor's Blessing: As long as The Emperor is alive, models from this formation have Eternal Warrior.
