Can the ADC be taken as an allied force? If so, can you use provenances? If you can only take one allied HQ and the mandatory HQ is astartes, that means no provenances right?

The AoDC cannot be taken as allies, but can take allies themselves. That is what the book is saying through the rules that I can find.

It does. Army is the name for the entire force fielded by a player. Eg: The Lords of War points limitation is 25% "of the army's total point cost" - not the points of the detachment it's in. (see also Battle-Forged Army vs Unbound Army).

'Army' of Dark Compliance is a title, not a category. The category is 'Age of Darkness Theme'.
The use of the the word 'Army' doesn't categorize when it's the name of the force. There is nothing that I can find precluding the use of an Age of Darkness Theme' force as an allied army, other than rules built into such a theme.

Even if you did take an AoDC as allies, you wouldn't be able to actually include any units!
The very first rule in the AoDC (the one that lets you take units from either the Legion or Militia lists) only applies to the Primary Detachment. The rest of the rules either say the same thing or are pretty contingent upon that!
