do you know if the program vassal for vassal 40k is still being updated? if not, are there any newer programs out there that anyone knows about to try out for playing my 40k on the computer when I can't be in the same area as my buddy?

The Vassal Engine was last updated in April 2016, so I'd say it's a safe bet it's still being actively worked on.

is the 40k plugin being updated anywhere? if so do you have a link?

I found I like Tabletop Simulator FAAAAAR better than the vector graphics of Vassal.
