Infantry with ranged weapons can only fire from the first rank unless they are on a hill. However, all ranks can fire if you are shooting at a unit on a hill. So using Sea Guard to take out hill targets with a lot of arrows would be a neat tactic, although it's rather situational and unneeded.

Another tactica to use is the stand and shoot charge reaction, and then have always strike first. With a front rank of arrows, followed be several ranks of spears you are bound to kill something!

Just remember when choosing this unit, that archers are a much better missile unit. Spearmen are equal to seaguard but are a better deal for points. Sea Guard are a hybrid unit!

I think, comparing to other armies, the seaguard are the must have core choice for HE.

Something for a rainy day, try bringing a unit of 20-25 seaguard. This works much better with Wood Elves, however, the first guy that charges your unit of archers with a screaming bell/dragon/giant/gribbly monster, your whole unit of 20 guys gets to stand and shoot (because of the large target rule), pop that bell and spear the little rats to bits.

Suddenly you have 3 ranks, a flag, several kills and likely outnumber your new enemy for life. Good news too, if you manage to kill the bell/furnace in a skaven unit they lose unbreakable and flee before your 'nilla troops without any of your characters needing to get their hands dirty.

The manager at my FLGS said to a friend of mine, who started HE yesterday "get some seaguard. A good tactic for them is have them in two ranks with their bows, shoot stuff, then when the enemy is in charge range use the 'change formation' rule; suddenly, you have three ranks of spearmen."

High Elves with spears fight three ranks deep, seaguard FTW.
