I'm playing in a 500 point tourney this weekend in which one core choice and one hero are compulsory, but there are no percentage restrictions for the remaining list. What would you guys suggest taking in a format like this? I'm debating between an HPA with or without a WLC, two WLC's and lots of slaves, or 1 WLC and more bodies. What would you use in this situation?

Depends.

Do you want to be hated? If you don't care about people crying cheese then take the HPA. I get people getting upset at me for taking it at 1000 pts., when it's legal. If you want something where there will be less cries of "ZOMG CHEESE OP OP OP" blahblahblah, I'd run something like this:

Warlock Engineer, Level 1 (just use him for Warp Lightning, maybe take a Doomrocket for some more fun)
As many Clanrats w/ Shields as you can for Engineer's bunker
1-2 units of Slaves (big enough you think can tarpit at this level, maybe 30-40)
1-2 Warp Lightning Cannons

The idea is, keep the Clanrats out of combat, tarpit with Slaves, and then shoot the hell out of everything with all your Lightning, and laugh at your own troops dying as much as the enemy. Though, iff you use the Engineer, watch out for Ld. tests, as you won't benefit as much from Strength in Numbers, (as opposed to a Chieftain) as he's got low Ld.

Alternatively:
Bring a few Poisoned Sling Gutter Runners to deploy as Ambushers to kill enemy war machines, or if you want some random fun bring a Doomwheel.

Personally, I think the "no restrictions" thing is going to lead to a LOT of cheese, esp. if you have a Dark Elf player - or someone who loves Dwarf Gunlines - so fighting with honor may lead to your downfall. Happens to me all the time.

I'd run:
Warlock w/doom rocket
20 slaves/musician/banner
20 slaves/musician
WLC
WLC
WLC
WLC

Hide the warlock, use the slaves to stall on the flanks, and hammer everything with the WLC's, and use the rocket to clean up.
You should be able to wipe most 500 point armies in 2 turns of shooting.

Or:
warlock/rocket
20 slaves/banner/musician
5 gutter runners/slings
5 gutter runners/slings
5 gutter runners/slings
WLC

The gutter runners will screw anyone trying to run the all artillery army, and the rocket/WLC shoots down their mandatory core unit.

Yeah, my local TO is notorious for not knowing what the hell he's doing when it comes to being a TO. I can't tell you how many times I've tried to explain to him why using total killpoints scored in a 40k tournament to decide the winner doesn't work. The worst part is, he always agrees with me, but then ends up counting killpoints anyway. He's a nice guy though, at least.

I'm liking the idea of an engineer as the leader, but I can't decide if it's better to make him a wizard or just give him a rocket. I'm leaning towards taking two WLC's and a unit of gutter runners at the moment. Although I'm almost positive I'll be facing a hydra, so an HPA and stormvermin with the banner of flame also sounds appealing.
