He was originally in the Undead book, before the seperation occured, I would think he'd be available for both.

"Ulric" is a God, who has his own Warrior Priests. Ulric himself is not a character. "Ulrich" however, who is present in this book, is an Empire captain from the Idol of Gork campaign.

As explained, he is a Tomb King, or Liche to be more precise. Though he is now a hated by both TK and VC, his armies were primarily made up of Tomb Kings when he was active, hence he is in the Tomb Kings section. His most trusted Lieutenant Arkhan the Black is also in the Tomb Kings book, so it's quite safe to imaging TK is the army Nagash would belong to the most.

He's Nehekaran, that does not automatically make him a Tomb King, otherwise by extension all Vampires are Tomb Kings as the Vampire progenitors are Nehekaran, he has never had any form of control or "membership" with the kingdoms of the Liche Priests and Kings as they are now.

He is an exiled tomb kings priest, and in the tk book it specifically mentions him creating the vampire counts by extension of a woman wanting power and to live forever.

So technically, he can be both.

I could not remember the actual name of the Tomb Kings race at the moment, do not be so specific.

Well yes, depending on time period, course now he's cursed them and the only ones that will follow him are those that are under his manipulative control (Kemmler) , or who have never left his service. (Krell)
