I have just started playing fantasy after a few years of playing 40k, i enjoy my horde army. Ive read up a bit on Skaven and came up with a list but would like a bit of advice on it.

445 models is going to be very tough keeping in range of the general.
~3 slave road blocks is usually good. Figure another for a character bunker, but after that, you're going to want more hitting power.
Gutterrunners with poison slings really help out with warmachines; I'd never leave them at home, and always take at least 2 units of them.
Gear on the Grey Seerer could use some help.
Anyone how, I'd drop about 150 to 200 guys (you'll still have a horde) and invest in more killing power.

Generally I want to have at least 3 serious threats in combat.
You've got the hell pit.
I'd drop the upgrade to level 2 off the plague priest, and pick up 2 more plague priests.
I'd combine the clan rats into a single block and pick up 2 chiefs with halberds.
Stick the Seer in a slave block behind the rest.
That would give you clanrat bus with a few hitty heroes, plague monk horde with 3x hitty heroes, and 2 slave units up front. Slaves with BSB and wizard in the back, abom flanking, warp lightning lobbing shots in, and gutter runners coming in from behind to poison warmachines/monsters.

As a high elf player, I lol so hard at massive units. I love flaming them and rolling handfuls of dice, or throwing Dweller's at them at laughing as little invisible hands strange dozens of slave mice. In the advice column, I therefore suggest more magic defense. I definitely like the big units of plague monks though. My skaven opponent won't bring plague units for some strange philosophical reason, and it disappoints me to no end.

And as a skaven player, I lol so hard at small blocks as 4D6 of your infantry turn into clan rats for me.
It cuts both ways.
Really, their is no way around it, Skaven need big units. They will suffer from big nuke spells, but all armies do.
I think skaven do better going on the offensive. Stop their wizards by killing them. You get plenty of items that make your casting better. You get almost none that make your magic defense better.

I think you have too many slaves. It will be hard (probably impossible) to keep them within 12" of general so they will likely break / panic.
I agree you need more hitting power. I would add a Plague Furnace and plague banner to one unit of Monks - they have never ever let me down. The impact hits + toughness tests + rerolls to hit + rerolls to wound + censor attack = big big damage to most units.
Magic defence is pretty hard for Skaven, so I'd try and get a Dispel scroll in there for that vital moment.

Posting individual upgrade costs is against forum rules. Just give us a total, unit by unit.
Now, here are my two Warptokens:
- the Condenser on the Seer isn't that great. He's not guaranteed Warp Lightning, so you're paying 20pts for maybe an extra power die. I think you'd be better off with a Power Stone, and get those dice when you want them, or a Power Scroll, the most common item for Grey Seers to have.
Also, the Ironcurse Icon is a good buy for Skaven. A 6+ Ward to the unit versus Stone Throwers and our own malfunctioning Cannons for 5pts.
- your BSB should have the best protection you can buy him. If no one else is using the Talisman of Preservation, give that to him. Otherwise, take the Armour of Destiny. And a halberd. S5 can save the day in more ways than you'd think.
- I try to give my Priest a little protection as well (either a 5+ Ward or the Shadow Magnet Trinket), or a Dispel Scroll. But that's less mandatory than the rest.
- you've got 3 blocks of Slaves, 2 blocks of Clanrats, and 2 blocks of Plague Monks. Your Clanrats offer two Weapon Team slots that you're not using, and one of your Monk units could take a magic Banner. The Stormbanner is probably the best out of any book, or at least in the top 5. Otherwise, consider the Plague Banner. But take something. It's a waste of potential and, more importantly, a chance to have one more dirty trick up your sleeve.
- a lot of people love kitted-out Gutter Runners. I'm one of them, but I think their purpose is pretty narrow. They're great at taking down enemy war machines, but a lot of times, your opponent won't even have any, or they'll have one or two of them. Therefore, I say one death squad is enough.
Also, I think making one of them a Deathrunner and giving him Smoke Bombs is a good idea; it opens up more ways to use them.
- two Warplightning Cannons and an Abomination is the go-to Rare package. Can't really go wrong there.
