I currently have an iPhone and use Quartermaster for my list building purposes (and app that I love and that I heartily recommend to anybody who will listen). However, I'm switching to an android deice this week and I'm curious what list-builders you all might recommend? In particular, one thing that I like about Quartermaster is that I can edit or create army templates on my device, without needed any knowledge of coding and without ever having to use a PC. Does android have anything like that?

Battlescribe is the one I use, think it meets all those requirements.

The only thing I don't like about battlescribe is that it does not have Militarum Tempestus, Astra Militarum, or the new Ork codex if I'm not mistaken. Army Builder is $1.78 if I'm not mistaken and has every codex uploaded into it with all options.

Perhaps you are updating incorrectly? Becuase Battlescribe has those codex.

Everytime it tells me to look for new updates, I do so and it tells me its fully updated. I'm asuming I have the newest version. Mind you I only use the android version, not the PC

You shouldn't be able to find the new Orks lists, as GW insists on a 1 month lag before they can be released. That applies to AB, anyway.
Battlescribe doesn't have armies, as they come from the data files. If someone's written the army for Battlescribe, they'll post it for download.
And I cannot find AM on Army Builder. Nothing since SM got updated.
AB's missing 7th-ed, too. Not that's a great loss, as the rules were cut-back when GW last had a hissy-fit.

Battlescribe is often a case of finding the right repository, and being willing to make your own data file (with the desktop version) if you can't find it or can only find incomplete files

Army Builder's Android 'solution' is to show lists written on a PC. There's no AB app.
