ok, so I am still trying to gather my wits about how to build an army list. So, I get it that you do not have to spend points on your Warlock. Where I get confused is say I am playing a 25 point game (and this could be due to the War Room app). I pick my warlock, say they have +6 warbeast points, are these points I get in addition to the 25, as in my list is actually 31 points? Or do I more or less ignore that and JUST tally the point values on my cards and stop when I reach 25? It appears in War room I can build to the 31 points (25pt game + 6pts from Warlock).

It will tally to 31. The 6 points your caster gives you just have to be spent on warbeast/jacks.

All the warlocks come with extra "free" points that you can spend in your list, the "trick" is that those points have to be spent in warbeasts that are part of that warlocks battlegroup.

So, using the example that you gave, if your warlock gives you an extra 6 points you build a 31 point list, but you need to spend at least 6 of those points in warbeasts for your warlocks battlegroup.

Which is easy to do with Legion...

Its easy to do with any Hordes faction because the warlocks need to have warbeasts in order to function since they don't generate their own Fury like Warcasters generate Focus.

So do Warcasters get free points to spend on Jacks?

Yes, they get free points exactly like Warlocks do.
