so for the first time since i bought the large rulebook i read the whole scenario with lord Mortkin and his saga and i was just wondering if he can be made into an actuall playable lord choise.

I was thinking things like, how much WS? how many wounds? how many points should he cost?

or is it possible at all?

Of course he can, fairly simple actually. In the book he is stated to be a Chaos lord with the Hellfire sword and mounted atop a Juggernaut and has the Diabolic Splendour gift. Now that gift is not in the 8th ed warriors of chaos but it is in the 7th. Basically any panic, fear, or terror test he (or his unit) causes are at -1 to leadership.
So represent all of this:
Chaos Lord with all the same stats - 210 points
Hellfire sword - 65 points
Juggernaut (without a mark of khorne) - 55 points
Diabolic Splendour - 35 points
365 points so far, so now all that is left is to figure out how much the last three rules should be worth. Chosen vessel is really powerful but the other two rules can either never come into play or really weaken your army. So for that I would say about 100 extra points. Not sure if that is high or low, you would need a better opinion on that, but for what its worth 465 seems fair.
Also since you asked his stats would be: 4 8 3 5 5 3 7 5 9
