Sure. Why wouldn't it? I mean, I guess you could make an argument that the Vostroyans wouldn't like Airborne insertions as they would mess up their stylin' mustaches.

If you go by GW studio fluff, Guard regiments do not include aerial assets as part of the mandated split between the fleet and ground forces - however, the Navy regularly supports the Imperial Guard with various aircraft, including dropships that get assigned to an infantry unit for the duration of the campaign. So technically, if you want fluffy, you could just add those dropships but paint them in different colours to mark them as a separate but "allied" unit.
