well i guess with some thought you could but i don't see flames of war doing it unless it has enough special stuff for them to make money with. i am not familiar with said event so not sure what units would be involved but look at the other splinter era's, great war, Arab Israeli, Vietnam. personaly i can see flames of war being used for a number of era's and battle's as long as you think it through carefully. the only thing is balancing it.

With respect, I don't think the Easter Rising was really 'big' enough or the right 'style' to go with company-level rules, seeing as it was a civilian insurrection, and especially if FoW is specifically tailored to combined arms (that is, infantry and tanks). Maybe you could try something with their WWI rules, though I think you might be better off with something more infantry-centric, and personally I don't rate FoW rules overly highly anyway.
As for Battlefront catering for it, doubtful if there's no tanks to sell for parking...
You could try asking on the more general Historicals board here. It's possible that you might even find that there's an obscure set of rules floating about that specifically deals with the Easter Rising. One thing that springs to mind is Osprey's A World Aflame, which is admittedly a bit less specific than that, but this newish series of self-contained wargame books by Osprey is generally pretty solid and popular. You'll also see mention of the 'Very British Civil War' theme, which, despite being a light-hearted 'what if' set twenty years later, has it's own books and rules, and should be reasonably adaptable. (I see a WWI board on the VBCW forums)

Not enough tanks for Battlefront to sell, and not large enough in regards to battle for Flames of War style basing and mechanics.
I'd take Vermis' advice and check out either the Historical boards here or over at TMP. I'd imagine you could find a good amount of stuff for the Easter Rebellion, probably 28mm skirmish.

The Easter Rising seems like it wouldn't be a very good scenario for a wargame, as one side would be pretty much doomed from the outset!
Still, could be fun to model up some forces, though finding models to represent the antagonists would be a little difficult I'd imagine.

Or buy the old Musketeer range of Irish Volunteers, there is anither company who do ICW and IWI in 28mm but the name escapes me at the moment.
Actually, proper British are harder to find as they werent in helmets and mist wore greatcoats. But Mutton Chop do lovely ones.
In 20mm, you have various options including Liberations IWI range.
