Unless they have robes, they are cheesy.
The early Horus Heresy books are good, but most of the fiction set in 40k makes them out to be so over the top in every way that I feel like I am reading the script to an 80's Stalone or Shwarzenegger movie.
Edit: The question is a little open, are we talking about fiction or gameplay or both? They aren't ridiculously cheesy on the tabletop (like Eldar), but Bikes and Centurions lean in that direction.

I play dark angels and they really don't seem to cheesy, much less so than grav gun bikers, and significantly less cheese than Eldar.

I answered no. Because it's not a list of cheese. There is literally nothing cheesy about marines of any chapter except maybe a dread-knight or an imperial-knight.

They're cheesy because they generally ignore almost every rule of the game (note that this is increasingly true for more and more non-marine armies, in particular Eldar). In real warfare, morale/fear is a key part of battle, which should be reflected in a high ld value, not the ability to completely ignore it for the most part (unless your army is specifically made of killer robots or mindless drones).
Re-rolling every freaking thing in the game is just annoying (chapter tactics). But even worse is when they just ignore it (eg skilled riders, vindicator dozer made, drop pods).
As an IG player there's no reasonable counter strategy except an boring overwhelming gunline because I can't count on terrain to fend off deep strikes or anything else.

Armies consisting of universal 3+ armor saves are boring to play against IMO. I don't want to have to play Khorne to feel like my daemons are getting anything done. If I do anything else the game consists of getting shot at for literally an hour followed by 10 minute fight phases where the other guys just save 2/3 of their wounds. Don't forget chapter tactics and USRs like hit & run that make me feel like I just paid several hundred dollars to be the punching bag for the "good guys".

My buddy plays necrons. They were actually my #2 choice when I started. I usually ally CSM when I know I'm facing lots of 3+ so I can at least shoot stuff on my turns

ATSKNF being so universal in what is by far the most played army is infuriating. They skip an entire element of the game that everyone else needs to track to some degree or other. I'd tolerate that more if the USR was actually universal and other armies could get it in places. Fearless is great, but not quite as flexible when spammed. Remember how Necrons used to have almost identical morale rules to Marines?
Other than that being a little poorly thought out, they're fine. They can be netlist spammed, but so can anyone and there's easier armies to do it for.

Grav cents, grav bike spam (1-2 squads isn't bad at all), smashfether and dreadknight spam are a little cheesy. Like mild cheddar, not sharp gorgonzola (eldar)

Jet packs are the only really cheesy thing about Tau. The whole idea behind jump/jet packs in every other army is to help move lightweight skirmishers, but for the Tau it somehow lets them move super far with their heaviest mech troopers.
And move, shoot, move is really awful for game mechanics.

It gives them mobility. SM can make all bike armies, with everything moving 12" so they can be mobile but not Tau? What about Eldar/Dark Eldar Jetbikes? Are those fine?

It's different though isn't it. You can't be out of LoS, pop out to shoot, and then pop back to safety with those units you just mentioned.

What is with the "is [faction] cheesy" polls anyway? The answer is always the same thing. There is stinkly cheese, mild cheese, lactose-free cheese, cheese-wiz and cheese-free. And if you meet up against a list that's designed to handle that, you'll end up with shredded cheese!
