From the new Open Fire! hub on Battlefront's website:

Open Fire! Rulebook

Open Fire! Forces Book

It also looks like we have an explanation as to why the new Open Fire! box no longer comes with the pocket rulebook:

Can you just play Open Fire and not Flames Of War?
Sure! Open FIre and its Forces book are designed to let players do just that. Think of Open Fire as a cut-down version of Flames Of War, geared toward fast-paced play. The new armies in the Open Fire Forces book will give players some more lists to play beyond the ones featured in the box. All are designed to be played against each other and offer fun and rewarding games time and time again.

So it looks like Open Fire! is being marketed as a 'beer and pretzels' version of Flames of War as much as it is as an introductory set, hence no rulebook.

Thanks for sharing this.
I actually prefer playing FoW at the points level (600-900) provided in the OP starter box and I really liked the lite version they provided.

Might be able to get some more varied folks to play the lite version.

There is a significant price drop on the German Armor... there are also some rules noticeably missing (Protected Ammo, Wide Tracks and a gross simplification of Schurtzen). Really makes me wonder what is going on with those lists.

From BF forum discussion, they're using it as a rules lite game that's also compatible with full-blown FoW.

IRT the points prices for forces in the Open Fire Forces it's unlikely event/league organizers will allow them. Heck, around here they won't even allow lists from the soft cover Forces that accompanied the hardback book for 3rd.

This sounds interesting to me. Some decent intermediate rules is a good idea, I bought the old "Achtung!" set and the pamphlet wasn't that useful to understanding the game, but then the rulebook itself is quite daunting, especially when you're just starting off and don't have any friends who already play to guide you through intro games.

As I noted in my original post, Open Fire! is being marketed as a separate game more than a starter. From the Open Fire! Design Notes:

The Open Fire! rules are designed to be learned quickly and get you playing in no time. It cuts straight to the action, dispensing with national special rules and simplifying artillery, reconnaissance, aircraft and transport rules. While Open Fire shares many of the same components and basic rules as Flames Of War, the two are separate games. Open Fire is about getting into action with fast-paced battles, while Flames Of War offers the depth of history and tactics
