Subject: Infantry Model Without Helmets?

I'm trying to make a Battalion for the Mongolian People's Army for early war. They rarely wore helmets.
Are their Flames of War infantry without helmets? I can't seem to find any.

Dismounted cavalry figures might have what you're looking for.
Other than that, no. The partisan figures don't have helmets, for obvious reasons. But they're also not wearing uniforms, for obvious reasons.

Awesome find! I'm pretty unfamiliar with Peter Pig. Can anyone vouch for their customer support, quality, and trustworthiness?
If it works out, and I use the Peter Pig heads and Motostrelkovy models it will be extremely cool.

Make me a fourth, for the usa you may purchase them at brookhurst hobbies, but you may want to order from the company itself because brookhurst usually has a limited quanity on hand.

but it seems as if the cavalry in this picture are wearing different hats, anyone know if this accurate, or why that would be?

Lol, I'm convinced. Maybe this belongs in another topic, but Im curious, the Motostrelkovy platoon comes with an officer, but 9 medium bases, is it legal to put an officer on a medium sized base? I was under the impression they were all supposed to go on the smaller bases.

Yes, for Soviet platoons you'll have an officer on one of the medium sized bases. That's because Soviets field companies as their primary maneuver unit, so you'll have a company command team on a small base instead of a platoon command team like most other nations.
But it doesn't really matter if you have that specific officer figure on the bases at the platoon level, really. No one is going to even look that closely during a game, and your platoon-level officers don't have any mechanical effect in-game. Rules-wise, they are simply a regular infantry team.
