HQ: Librarian with force sword

Troops: 1 Combat Squad All Bolters

1 Tactical Squad Plasma Cannon, Plasma gun, Sarge has Plasma Pistol

Razorback for combat Squad and Libby.

Just wondering, could I fit a Company Master instead of a Libby for my HQ?

I like it. As for the Chapter Master, do a points check. Frankly, I like the Librarian choice though, seems more tactical.

here is what I would do-

Libby (ML2), force staff, combi-plas
10 man tac squad, plas gun, combi plas, plasma cannon (combat squad) Melta bomb on Sgt.

Sniper scouts

Razorback for combat squad.

You have good anti-infantry, a solid box to put your lib+5 man combat squad in, good shooting at ap2, and good objective holders in the scouts that can get some lucky sniper shots.

its not bad, though i think you could make the army a better all-rounder by adding some more punch:

Perhaps something like this for example:

Libby- 65

Combat Squad- Plasma Gun, Rhino- 120
Combat Squad- Plasma Gun, Rhino- 120

Predator- Auto-cannon, HB Sponsons- 95

=400

Will that fit?

It's better to match your engagement ranges, so the Razorback carrying the meltagun should have an Assault Cannon or even heavy bolters. If you drop those lascannons, can you squeeze enough to give the big tactical squad a Rhino? It would more than double their effectiveness.

then drop the combiflamer from the librarian (just take pyromancy!),
drop the meltabombs,
gain a rhino

I played a mechanized list like this when I re-started 40k a year ago and it works great at this point range.

You should also consider dropping the Razorback entirely and putting both squads in Rhinos. Remember that two dudes can fire out of a Rhino 360 from the top hatches, and the Librarian can use Witchfires (but not other powers).

What kind of scenario are you playing at 400 points? Maybe try Kill Team or Zone Mortalis.

Don't give your Librarian a combi-weapon; he needs a pistol for another Force weapon swing.

I don't think you can fit 15 tactical marines within 400 points, so here's a list with 10:

That's only four units, but they can all move around and choose their engagement ranges. Ride the Librarian in the Rhino so he can witchfire out. At 400 points, you may lose one tank but not both. This forces your opponent to chose between shooting two equally threatening transports, one shooty the other assaulty.

Ok here's a list with 15 marines in two Rhinos but I had to drop the Librarian down to mastery level 1 which is probably fine for 400 points, just pick a good Primaris Power.
