Exactly as the title says, what happened to the mini-rulebook? I remember there was a mini rulebook. (without the other 2 books included in the bundle thing) I remember it was this tan-ish color with a red drippy skull on it. I don't know if it was for 6th edition only.

I think the mini hardcover was a limited release. I don’t recall them stating that when it came out though, but it does seem to have vanished last I looked for it. They did have them for 6th as well as 7th. Drippy skull is 7th. I own one and quite enjoy it.
That said, if you just want the rules, hitting up e-bay for a softback mini rulebook is probably the way to go.

Never knew there was a mini hardcover besides the one I got in the limited box. Neat, I wish I would ave gotten that one too to have as an extra.

I've seen people at FLGS with the mini hardbacks, wish I had landed one, over the massive one and the two other books I only opened once.

At some point I think everyone should own the fluff/art sections of the 40k rulebook. There is a lot of cool stuff in there, and frankly it makes 40k the game it is. That said, it remains largely static between editions. So if you can grab an older version cheep from someone trying to unload it, go for it. The 3 book set is a decent compromise with getting the rules and dragging them to the game. I remember packing my 6th ed tome into my army case. Not fun.
And the mini hardcover was overpriced for what you got. IIRC it was $58. This was when the soft ones from DV were going for $30ish on e-bay. Now being able to use store credit, getting my FLGS discount, and not having to worry about bidding/shipping made it attractive enough in my eyes to spring for it. The more durable nature of the hardback the the 3 bookmark ribbons were also nice perks. But if you just want a copy of rules tableside, there are better choices.

If I am correct, having looked over my friend's DV rulebook, it doesn't have all the special rules. Are there any ways to get those without the other 2 books? I really like the red drippy skull book though.

Not sure what you're referring to rules wise. The 7th edition mini softcover has appeared so far in Dark Vengeance, Deathclaw, and Bloodstorm box sets. The covers were different, but they were all identical in content to the full size 7th edition hardcover - right down to sharing the page numbers.

Page 156-174 of the mini books have the special rules, including the ones you mentioned. The page numbers are the same in the full size hardcover.
