I just finished flocking my Navy SEALs for Flames of War VietNam.
I used my normal 15mm 20/80 dipping method/approach, (i.e. 20% of the effort, 80% of the effect). They are bright, but at 15mm, I usually paint bright so they pop at tabletop distance. In general I've found the smaller the scale of miniature the brighter I need to paint them.
