This is the first list I've made in an attempt to move beyond HoR kill-team into normal 40k. Please tell me what you think of my build and tactics.

Imperial Fists Chapter Tactics

HQ - Librarian (ML1, Bike Upgrade, Force Axe, and a Storm Bolter) - I had the librarian without a bike, but I wasn't sure if foot-slogging him was a sound tactic. Seemed like he would get left behind and do nothing.

Tactical Squad (10 Marines, 1 Melta Special, 1 Combi-Melta Sergeant with Melta Bombs, and a Rhino) - Move up the field in the Rhino transport, focusing especially on any high AV or tough targets that could show up at 500 points. Maybe plasma would be better though?

Scouts (5 Scouts, Boltguns, Chainsword/Bolt Pistol Sergeant with Melta Bombs, and a Land Speeder Storm) - Seemed like a solid re-roll bolter unit that could position themselves quickly in an advantageous spot at the start of the game. Maybe this should be my AV kill-squad?

Devastators (1 Standard Sergeant, 4 Heavy Bolters) - Thanks to the Tank Hunters rule, I figured these guys could setup a bit back from the front lines and do some damage with re-rolls and pretty long reach.

500 points on the dot.

Again, this list was also supposed to be a way to get used to rules like Scout, Tank Hunters, Psychic Powers, etc.

Solid list.

Normally I like to include HQs in a squad, he’s just floating free. Not the end of the world, and he can keep up, just be careful with him. As you have a HQ on a bike, you could take bikes as a troop pick if you wanted. I’d not bother with the SB. He’s got the TL bolters on the bike. Stick with a basic bolt pistol for the extra attack with the axe. I might have also gone with the staff or sword over the axe, going at I1 can be dangerous, and he’s just a 3+ with not invuln. It’s a high risk/high reward option. If you live to swing, the odds of getting a wound in and IDing something with force go up with an AP2 weapon.

I’d try to fit the MM in the squad, but that’s the conservative Ultramarine talking. While you don’t run into that much AV14 at 500 points, there is always the chance some chucklehead brings a LR. You’ll be glad for the melta then.

The drive-by bolter LSS is a solid pick for IFs. You could put a MM on the speeder and a C-melta on the sarge if you needed more AV, but I think you are fine as-is.

HB devs are a bit niche, but should do a number of light tanks and infantry in the open. Plus they look cool. In larger games you might want to be using LCs, as anti-armor become more important. But these guys put out a chunk of dakka, and don’t cost that much.

Don't move to normal 40k,just...don't :p
We (i'm HoR SM dex developer for Kill team) are making a quite extensive revamp right now, and things are starting to look very interesting and *gasp* more balanced than normal 40k.
On a more related note, your list is solid.
Maybe take away the bike from the Librarian to give tacs a heavy weapon like a Lascannon, then put the lib with either the devastators or the combat squad with the heavy. Swap the rhino for a pod if you want to Alpha strike some armor with melta-combimelta.

I will still play HoR for sure, but my friend and I both have the models and ability to play normal 40k now; thus, I figured I would give it a go.

Also, I tweaked my list a little:

ML1 Librarian - bolt pistol and force stave - will sit back with the devastators and use prescience to make the heavy bolters SUPER accurate.

Scouts - 4 boltguns and a sarge with a combi-melta, melta bombs, and chainsword. The Land Speeder Storm also has a multi-melta now, so this is my alpha-strike "kill-the-high-av-thing" unit.

Tacticals - sarge with combi-plasma and chainsword, plasma gun special, and ten marines total in a rhino with dozer blades. I figured this would be a mid-field unit that now specializes in killing TEQ things with volume of fire and plasma weaponry.

Devastators - 4 heavy bolters and a sarge with bolt pistol, boltgun, and signum. Same as before.

Again, all 500 points on the dot. I figured this list would have a bit more focused units, and I would not be immediately exposing my HQ to danger as a solo biker. Thoughts?

Look like a fun little 500 point list.

As a potential variant, you might want to consider a techmarine rather then a librarian. He’s more of a defensive HQ, with some nice set buffs and stock gear. Stick him with the Devs in ruins, and you can tanks hits with his 2+ save, and have the bolstered ruins for a better cover save. He’s also a bit nastier in CC. This is very much a lateral shift from the librarian. The Lib has more potential, with all the psychic tricks, but also sometimes will blow his own brain out.

I was actually looking at switching him out for a techmarine (they cost the same amount of points), and he definitely would make the heavy bolter squad harder to kill. I think I will playtest both and see what happens.
