Yeah you can definitely play them against each other, the mechanics are identical apart from when you reach your battlegroups (warlock+warbeasts/warcaster+warjacks) and any solos with either the Fury or Focus mechanic (journeymen warcasters/lesser warlocks). But yeah go nuts, Skorne can do some wonderful things to warmachine armies when they aren't expecting it, like a Bronzeback just deleting a colossal

Yes warmachine and hordes not only can work together but are very much designed to. I play hordes vs. warmachine all the time.
All the core mechanics are the same, the only difference is that hordes has warlocks and beasts that use fury and warmachine has warcasters and jacks that use focus. Even then those two mechanics are very similar.

A Razorworm will not work very well at the low points you are describing.
Its one of the poorer choices in the skorne roster. The only really successful way I've seen it used is with eHexeris, where it gets bonded so he can use it to channel spells. And even there a Brute is a better choice for the bond.
Low point games will magnify its lack of offensive power as the rest of your list will need to pick up the slack. I would only play it at 50 points or above if you absolutely must use it.
It itself has a weird niche. Its basically designed to hit and run by killing 1 living model a turn and then retreat using Drag Below. The issue is 4 points is way too expensive to kill one 1/3 to 1/2 point infantry model a turn. Especially when that 4 points could be a Krea or a Willbreaker and a unit of Paingivers.
This is compounded by lower point games being made up of a higher proportion of jacks/beasts. And as your primary opponents will be Warmachine factions you won't have many living models to drag below. And even if they were hordes opponenets a Razorworm isn't going to kill beasts very effectively, it'll give them a few scratches then get its face pounded it(its very squishy).

I think the best 15 point list Skorne can make is the following,
pMorghoul
-Bronzeback
-Gladiator
min PGBH
Mortithurge Willbreaker
To get it up to 35 points you add the following,
Aradus Sentinal
Basilisk Krea
max Nihilators
Then to get to 50(the normal game size for WMH)
Cyclops Brute
max Incindiarii
and either make the Paingivers a max unit or get a Swamp Gobber Bellows Crew
That's for pMorghoul as your warlock. Other skorne warlocks will want more infantry, Morghoul is a beast caster primarily.
