Does the new reinforcements rule apply to the demon banners that give more dudes on a roll of a 1 for Battleshock tests as well?

As far as I can tell, it would, but it also makes those banners fairly useless in matched play imo...

Abilities and spells that add to existing units don't take away from the Reinforcements/Summoning rule as long as it doesn't bring the unit above the original unit size. 10 Plaguebearers can be brought down to 9, roll a 1, and then back up to 10, but not to 11 or 12.

So question on the new reinforcement rules. I have a be'lakor in my daemon army, which he is a wizard. I also have a 30 bloodletter unit. If I lose 10 of them. Will I have the ability to use a summoning spell to bring in 10 bloodletter as a unit? If I rol a 5 or higher during my hero phase.

No, because bringing in a new unit is different than bringing back models to an existing unit. Summon Bloodletters only allows you to bring in a new unit, so you would have to reserve points in listbuilding.
