Your biggest problem is that you have too many points sunk into killing tanks, from the looks of things thats almost the only thing this list can kill, way too many meltas, plasma etc etc, if you come up against a IG, daemon, or any heavy infantry based army you can assume its an auto loss unless you are a spectacular commander. In addition you may have too many terminators as their best use is in a once off suicide squad.
Also I noticed you are taking units that are quite similar to that in the formation "black legion warband" in the new black legion book. This formation isn't anything spectacular but can give you an edge, allowing you to re-roll all hits and wounds of 1 if a unit has been wiped out that turn.
Also the sorcerer your taking is pretty much useless due to lack of warp charges and powers. You are better off taking a Chaos Lord and use his extra wound and better stats.
To summize, if you want to be more competative and viable in a tournament, take less terminators, swap sorcerer for chaos lord, take a formation and take less melta and plasma.
If you want something that resembles your list and is a lot more compatative "take all comers" list than I will post one below with explinations on each unit.
Black Legion Warband--------

HQ - Chaos Lord - Bike, Mark of Nurgle, VotLW, + Wargear of your choice
Now chaos lord of nurgle with bike is a classic competative HQ for CSM, the bike and mark bump his toughness up by 2 making him almost as hard to kill as a Wraithknight! Which is important as he is your HQ, the bike also makes him hella fast, and you will want to take him with a large unit of bikes for optimum power. Now extra wargear is up to you, if I want to have fun I equip him with the hand of darkness, a black legion relic with AP1 Str x2, fleshbane, armourbane, instadeath. Its 50 points but anything he touches WILL die, and it is possibly the strongest weapon I have seen period. But it is untimatly your choice for wargear, you might want to spend those points on more units and rightly so.

9 Chaos Bikers with Champion - Mark of Nurgle, 2 plasma guns.
The plasma guns are optional but again the mark of nurgle is vital and pumps these guys toughness' up to 6, which is crazy good considering their speed, equip them with whatever role you want these guys to perform, luckily enough these guys come equiped already to deal with infantry, twin linked bolters are great, but if you have the points and want the extra bang throw in some plasma.

3 Chaos Terminators with Champion - 5 combi melta
These guys should almost always deepstrike into enemy vehicles and unload their combi melta! You want to avoid equiping them with anything else, they are arguably not worth any powerfists or chainfists as they will rarely survive after the deepstrike. A 2nd unit of terminators is ok if you think you will come up against a lot of vehicles. But the key is minimal, you want small units of 3 to 4 with combi melta and nothing else.

2 to 3 units of 5 CSM - Wargear varies.
These guys are your bread and butter objective holders, good at taking out infantry and if need be equip them with a plasma gun (not melta, melta should be reserved for terminators and maybe a hellbrute) but often not worth the points and you might want to keep these guys vanilla.

Hellbrute - Wargear Varies, preferably lascannon for vehicles or missile launcher for infantry.
Its really up to you with this one, hellbrute or Havoks are required for this formation and hellbrutes when used right can be very effective and cheap! Can be either a vehicle killer with lascannon or infantry killer with missile launcher and blast, he is also amazing in CC as most infantry cant kill it in close quarters.

I tried to stay true to your idea of a list and I feel you can make a fairly decent list with these guidelines, and with the right wargear and avoiding too much melta I feel you can kick some ass apart from imperial guard vehicle spam.
