I'll just go over a few points here to cover all the bases and answer any potential follow-on questions:
-A during a normal move a unit cannot go within 3" of the enemy. Note the unit cannot move to exactly 3" then pile-in; it you must end its move greater than 3" away.
-A unit that charges must move its first model so it ends within 1/2" of an enemy, after which the rest of the models in the unit can do whatever they want so long as coherency is maintained.
-A unit which made a successful charge can always pile-in that combat phase even if it is not within 3" of the enemy when selected to do so.
-A unit that is within 3" of the enemy during the combat phase can be picked to pile-in even if it did not start the combat phase within 3". This means that units can be 'pulled in' to combat if the pile-in move of another unit brings them within 3".
-When a unit piles-in, each model must end its move closer to the closest enemy model. Within that restriction each model can use its 3" to do whatever it wants (so long as unit coherency is maintained). If a model cannot move any closer (it is in contact with an enemy) then it cannot make a pile-in move and is stuck where it is.
