I don't play them, but I like the fact that they are there. They are not very popular at the moment, so I'm interested to see how GW reckons they're going to solve that problem. I think that all the other races are just "cooler" or more fun to play than Skaven.
Skaven armies with 2 Warp Lightning cannons and a hundred or so jezzail teams are a little cheesy though.

What army is more fun to play than Skaven? They're even more fun when they win, but that's not so common...
Warp-Lightning Cannons are terrible. I always take them. In my last four games I've gotten two successful shots out - every other game they've blown up or been chased off the table.
Most serious players have worked out that you only need to declare a charge against a 'Cannon and it automatically falls back due to its special rules. You can be on the other side of the table, just so long as you can legally declare a charge.

They are more "fun" then O&G but just not as silly and cute.
Fun as in you can abuse them all you want , and less random then Goblins.

Skaven are on my short list for my second WHFB army (or third depending on what happens with my current Chaos Dwarf project). I love the lore. I love the models. I love them as a Fritz Leiber fan. I voted "like," but it was a close call. I absolutely love them, but do not plan to involve myself in WHFB in the near (or foreseeable far) future. If they were to arrive in 40k, they would be my first army (though I doubt that they would do anything but postpone my plans for my Imperials.)

On topic, I think Skaven are just hilarious and have pretty nice stories to go with them. The new clanrat models look fantastic, what's not to like?
The only reasons I'm not playing them are I've already invested in my startup Dark Elves army and my gaming buddy is starting them once the new book hits.

In some of the art work (thinking that particular strip from Tales from the 10 Tailed Cat graphic novel) and some stories they're awesome and it makes me want to play them but then I look at the models and cry.
I am planning on making a Clan Eshin sect for Mordhiem but that is based primarily around the more repectable metal minis from that line. I am trying to avoid alot of the more questionable kits...

I don't find the idea of mutant rats interesting outside of TMNT, but I voted "Like them" instead of "Tolerate them" because they are important to the background. Of course, they are only important to the background because of their interactions with Nagash, and Nagash is made of awesomesauce.

Have used them a few of times, had a small 1000-1500pt army back when I had every army for Warhammer in the mid 90's.
Also had a load when I owned Quest a few years back as well, but no coherent army.
Like the race and the ideas behind it, but would probably not get any Skaven now, unless I fancied using them in Mordheim, or Quest comes back ofc.

Skavens are the perfect example of that one does not have to win to enjoy a game. My best game EVAH was when my Warp Lightning Cannon shot a bolt through my whole army and struck the Doom Bell on the other side, which caused it to crash, which caused it to crush my Grey Seer, which caused the rest of the rats who hadn't fled or died yet to run out off the table. Protip when playing the rats: Don't place them in a line at the very back edge of the table with a Warp Lightning Cannon at one end. For those who enjoy playing the game rather than to win it: Place them in a line at the very back edge of the table with a Warp Lightning Cannon at one end. You'll thank me for it!

Awesome. If I hadn't sold my soul to Khaine and become a Druchii general, and if it wasn't for the fact that I hate painting fur and horde units, I'd have a themed army of them right now. Love the fluff (especially after reading Skavenslayer, the second Gotrek and Felix book). Also, they are one of the few 'original' armies that GW have come up with. Plus, they're so damned fun to play and play against! Sure, some of their units may be extremely cheesy, but they tend to have a very high possibility of blowing themselves up spectacularly and I NEVER, in any scenario, see that as a bad thing. Awesome. But my money does go to buy armies which I like to paint as well as like the fluff, and unfortunately, I have quite a few fantasy armies on my wish list that I deem more fun to paint than Skaven, not even counting 40k armies and other game systems. Dark Elves, Empire, Brettonia and WoC specifically from WHFB. Maybe I'll get to them in a few years, but, maybe not.

I like them. I have pet mice anyway, so I really like the look of the models. Most of their war machines are really easy scratchbuilds, which is definitely something I scout when choosing an army. Also, I love that they have a lot of different units spread throughout their army book. You can build a lot of completely different lists, both competitive and fluffy. They can be fairly cheap to start with the Isle of Blood set. I personally don't see a lot of negatives to them.

The only OP army in fantasy are the Chaos Daemons, otherwise Fantasy is remarkably balanced in 8th Ed. The Skaven can be very powerful, true, but they can also be more unpredictable than the Orcs & Goblins, and unlike O&G, they can be very, very self-destructing.

Mixed...
They took a lot of the really "funny" stuff away from O&G after 4th ed, and gave it to the Skaven...
And as green-blooded as I am... I can't stand idly-by and be happy about it.
AND I can't really say that I like the "cyber-rat-ogres"... I loved the old models.
The new Storm Vermin models, on the other hand, are AWESOME!
However, I love the lore, and models.
I have been hemming-n-hawing about starting a Skaven army for about a year now...
But the Dark Eldar have stolen my budget. (Not enough WFB players in Central Kansas).

My only WHFB army and I find them very amusing even if I do need to paint 200+ models for a 2000pt game I play a variation of different sized lists and I find them really funny regardless of whats happening on the board, even if Im miss firing all over the place and blowing huge chunks of my own army up inevitably losing me the game im still able to laugh and put it down to the Skaven job description.
The models are also kinda cute in there own way! I don't hink I've ever collected an army in the same way as I have Skaven and it just shows being its my only army now between 40k and WHFB
