Tell me what it would have trouble with and what it would do good against.
The Guardian Jetbikes, while not super fluffy, are there because I needed another troops choice, and I wanted something fast. Plus, I don't like the look of normal Guardians.

Overall you look like you've got a well-balanced list, though you may have trouble dealing with heavy armor. Giving the jetbike Warlock a Singing Spear would help on that front for minimal cost.

This list looks like it would do very well against a Rhino-rush army, methinks. The Fire Prisms and the scatter lasers can demolish the transports from quite a ways away, allowing you to isolate and shred most infantry with your superior mobility.

The Swooping Hawks aren't really necessary, the Dire Avengers and their transports can unleash enough anti-infantry firepower to make them obsolete and their anti-tank ability is mediocre at best (not to mention the fact that a bunch of T3 4+ save models are going to have to get rather close to the enemy to do anything).

The Howling Banshees aren't going to see nearly enough combat to justify spending that many points on them. You may be better off replacing one of the Fire Prisms with a Falcon and mounting one smaller close-combat unit in the Falcon, which would also give you enough points to put a few upgrades on the vehicles (Holofields may be expensive, but a Falcon with a Holofield is at least as tough as a Land Raider).

Balanced Game: Noun. A game in which all options and choices are worth using.

I have found Banshees to work quite well in a squad of 6 including an exarch. Keeps them cheap and they still hit very hard. Just make sure to soften targets with scatter laser and Prism fire, which is what you should be doing anyways.

If you're set on using a bunch of different aspects use any aspect other than swooping hawks. They really are just trying to do the DA's job but they fall short and are very expensive for the little offense they bring.

What units would mesh well with this army? Should I put in some Vypers?

Horrific Howling Banshee

If you're keeping it fluffy, I'll keep quiet about the hawks.

Drop an avenger squad to 5-man, drop the exarch, stick them in the falcon so its scoring. Give the serpent to the banshees, and feel free to bump their size up at the end if you still have points. Give their serpent TL shuricannon, since they need to get close anyway, and you want it going flat-out with fortune for 4++ rerollable, not shooting.

So now we've saved 84 more points, so you have 243 left. Get a squad of dragons, min cost, in a min cost serpent, there goes 180. 63 left. You can either take 2 more bikes with a cannon (52 points) and stones for the dragon's transport, or drop one bike (keeping 3 with cannon + warlock, 4 models) and use the 85 points to get 4 more banshees, stones for their transport, and stick with your original doom-banshee squad.

Also, since you're already burning 155 points on a maximum cost farseer, you might as well use Eldrad. 55 more points, and he gets +1T, a 3++ save, all powers, divination and a power weapon, plus he can fortune 2 tanks as you run in. Only problem is you lose fleet on the banshees.

And if you want to know what armies you'll do good against... well, you'll have a balanced list, but you're taking a lot of mediocre Eldar units that are very costly, so a lot of the time you'll find you're just plain old outgunned, outnumbered and outdone by even space marines. You have huge horde killing potential in bladestorm and doom + banshees, but you just don't have many actual units. Plus, Even with 2 prisms and fire dragons, you may find popping tough transports like Land Raiders and Stormravens hard before they can unload their own assault troops (with assault ramps, cheating bastards).

At least you'll do well against nids! Unless they bring a parasite or a doom...

Space Marines, for whatever reason, will not be the main army that I will be facing. Oddly enough, my main opponents play Tau and Chaos Daemons. I tailored this list for my meta. I will not be going up against too many heavy AV vehicles, so I feel like the FD are kinda wasted, as scatter lasers and my Fire Prisms should be able to handle those.

I will come up with a new list, taking your advice if I like it

Alright, I made up a new list.

HQ
[210] Eldrad Ulthran

ELITES
[212] 5 Howling Banshees with Exarch in a Wave Serpent with shuriken cannons
-Exarch has an executioner, War Shout, and Acrobatic

TROOPS
[264] 10 Dire Avengers with Exarch mounted in a Wave Serpent with scatter lasers
-Exarch has 2 shuriken catapults and Bladestorm
[60] 5 Dire Avengers
[205] 6 Guardian Jetbikes with 2 shuriken cannons and Warlock with Embolden and a singing spear

FAST ATTACK
[147] 5 Swooping Hawks with Exarch
-Exarch has a sunrifle, Skyleap, and Intercept

HEAVY SUPPORT
[165] Falcon with scatter laser and holo-fields
[115] Fire Prism
[115] Fire Prism

That brings the total to 1498 points.
Better? Worse? (For my meta)
Also, what would be good to take instead of the Swooping Hawks?
And it should be noted that I do not like the look of the Fire Dragons.

well what kind of demons does the guy play? If Nurgle i'd say warpspiders but the increased range and large blast is helpful,

Against the tau (my best friend plays tau so i meet them mostly) just keep out of range from the weapons (if you can) also here the Spiders could help (instakilling ethereals^^)

Wait, I got confused for a second. Last time I played against him, he was using Daemons models, but he was proxying them as CSM.

From what I remember, he had 2 wing princes, 2 squads of Berserkers, 2 squads of Noise Marines, and I think 2 squads of the Nurgle ones.

That does seem like it would be annoying
The only problem I see is that the Death Spinners have no AP.

but the hawks weapons have an uneffective ap ;p besides, the hawks will wound on 5+ against meq (i think that's the term) while spinners will 2+

Oh and the Warp jump generator will keep them untucheable

could you check out my list btw? Heres the link, http://www.dakkadakka.com/dakkaforum/posts/list/409463.page (i thought since i commented your list and you seem to have your head in the right places )

Good point about the Hawks.
My main reason for taking the Hawks was because I like the look of them.

Yes but the hawks can do more against high model count low t armies (like IG for exampel) Dropping s4 ap5 plates and the sunrifle^^

Those wouldn't be too bad against high 'T' models either with those pie plates.
Though they are better against groups.

We also play on small tables, so long range things are not (as) useful.

then scorps over 'Shees, Move through cover and high s coupled with many attacks and better armour means they can work independently (I Think) ^^
