So, if you could add one Stratagem to your army, what would you add?
The following is my example:
Target in Sight (1 CP) - Space Marines Stratagem - Use this Stratagem when an Intercessor Squad equipped with Stalker Bolt Rifles is selected to attack in the Shooting Phase. Models in that unit may target a CHARACTER with their Stalker Bolt Rifles even if it is not the closest unit. If you roll a wound roll of 6+ with these weapons, it inflicts a mortal wound in addition to normal damage.
This would be available to all Space Marine Chapters. In the case of the Deathwatch, it would include Stalker Pattern Boltguns as well.

I like OPs stratagem a lot. Mine would be something
Endurance of the Primarch (2 CP) - When a Primaris infantry unit is targeted for an attack you may use this stratagem. The selected unit reduces all damage taken by one to a minimum of one.
So you have this squad you really need to stay alive? Here you go.
No retreat, No surrender! (1 CP) In the battleshock phase select one of your units. That unit takes morale on a 1d3.
Edit: Both for marines of all flavors.

I this they have needed for some time one like:
1 CP Shut down:
When your opponent plays a Stratagem, you can play Shut down. On a 6+ roll your opponent can’t use that Stratagem again for the rest of the game. You can choose to pay 1 additional CP to add 1 to the roll. You can continue to Add 1 to the roll at a cost of 1 CP multiple times.

"First To Da Fight!" 1CP. Use at the end of the movement phase. Select one Evil Sunz model in your army with the <transport> keyword, all units Embarked inside that transport may immediately make an Emergency Disembarkation as if the transport had been destroyed.
Sadly, I know we're not gonna get that. We're gonna get the stupid "re-embark" stratagem that all the speedygofast subfactions from Harlequins and Dark Eldar got, and it's going to be terrible for orks because our transports aren't for protecting the models inside, they're for hurtling our units haphazardly into melee, killing a decent number of the occupants inside as they do so.

1-3 space marine infantry units (not in terminator armor) can be deployed in drop pod with a storm bolter (no point cost) and set up at the end of any movement phase not within 9" of an enemy model (ignoring the out of deployment zone restrictions on turn 1 deployment)
These drop pods do not block line of sight or have the ability to capture objectives. The drop pod storm bolter can only be fired if there is a friendly model within 6" and no enemy models are within 6 inches.

Why not just put the units in deep strike instead of making invisible, non-objective-capturing models that pin the friendly unit within 6" and arbitrarily ignore rules?

This strategies is used before the battle. Can I let be used once. Select a single shield captain. That shield captain become a member of the tribune and receives +1 attack and 6" rerolling wounds of 1.

I don't much care about Stratagems for my armies (Eldar ones are good, CSM ones are complete gak), but I'd rather see a small box of Stratagem cards released for narrative gaming. I'm actually in the process of making some of these myself, so perhaps I won't even need them from GW. But give me 8-10 stratagems for Attackers and 8-10 for defenders for a couple different game types. Planetstrike, Urban combat, fortifications and sieges, etc. They already have most of them made in the narrative missions in the rulebook....but cards would be handy. A very easy way to customize games - hand each player 3-4 stratagems they can use during the game, etc.
So, themed stratagem cards would be slick (assuming GW produces them before I do).

This one is going to be a rehash from 5th edition and cause all sorts of strife, but it sounds cool so MERH Beckoning Allure 1/3 CP Pick an enemy unit. If it has a power level of 8 or less, this stratagem costs 1 cp; if it is more, this stratagem costs 3 CP. That unit immediately moves half its move value plus d6 inches closer to the nearest Slaanesh Daemons unit by the shortest available path. another one! Whispered Promises: 1CP Play during the enemy's Fight Phase on a friendly Keeper of Secrets. Select an enemy Character within 6" of the model; that enemy model may add up to +6 to his Attacks value. However, if any to-hit roll from these additional attacks is a 1, the Keeper of Secrets consumes the model's soul and it is removed after all of its attacks are resolved. If the attacks were split into multiple to-hit rolls (such as Titanic Feet) then a roll of a 1 on any one of the to-hit rolls slays the Character. Dark Temptations: XCP Play this stratagem at the beginning of a Battle Round. Choose an amount of CP to spend on this stratagem. Your opponent may choose to take the CP spent on this stratagem to add to his own pool; however, every time he uses one of these CP, your own pool increases by 2. Lash of Submission: 1CP Use when an enemy unit within 1" of the Masque of Slaanesh or a Herald of Slaanesh tries to Fall Back in the Opponent's Movement Phase. That unit may only fall back if it can roll beneath its Leadership on 2d6. If the result equals or exceeds its leadership, the unit succumbs to the Lash and may not fall back.

Use after an opponent uses a Stratagem, the chosen Stratagem costs 1 additional CP. If your opponent doesn't have enough CP, the Stratagem fails.
Minor anti-Stratagem stratagem, that allows you to burn through the enemy's CP, might make them more hesitant to use Stragems(Which should probably be more common than 1 faction)
Warpflame: 1CP
Use this stratagem after dealing an unsaved wound with a TZEENTCH DAEMON in the Shooting phase. Roll 1d6. On a 6, the unit suffers an additional d3 Mortal Wounds. On a 2-5, the unit suffers one additional Mortal Wound. On a 1, the unit heals d3 Wounds. Chaos is fickle!

Play this stratagem after a unit of NECRONS with the reanimation protocols ability has been slain. You can make reanimation protocols rolls for the entire unit at the end of the turn. Set up any reanimated models as close as possible where the unit was slain and more than 1" away from enemy models.

+Grey Knights: Psybolt ammunition (Redux): 1 CP: select one unit for the rest of the turn, all bolt pistol, boltgun, stormbolter, heavy bolter and hurricane bolter shots deal 2 damage and treat the invunerable save of the target (if any) as if it where 1 lower. (3++ becomes 4++ etc)
there you have it, a Grey Knight stratigium that suddenly makes taking Grey Knights damned useful in certain conditions.

Thousand Sons: All is Dust (1CP) When a Rubric or Scarab Occult unit takes one or more casualties, roll a die. on a 2+ one model of your choice is replaced on the board with one wound remaining, and does not count as a loss towards morale tests.

Chrono-Disruption (1 CP): You may use this stratagem at the end of your movement phase. Select an enemy unit within 12" of an allied Cryptek; until the beginning of your next movement phase, that unit cannot take invulnerable saves.
Among their more well-advertised problems, one of the main reasons Necrons are struggling right now is that they are a faction that relies heavily on high AP fire to cut through big targets... which doesn't really work, since all of the big targets you might care about have an invulnerable save that leaves the AP-3 of a gauss cannon or the AP-5 of a doomsday cannon largely useless. Necrons need a way to strip invulns if they're to have any chance against Imperial Knights and similar units.

Psychic Supremacy 3CP. You may use this stratagem at the start of the game, each time you pass a psychic power your opponent has to kneel. If he does not closest unit to any of your spell casters suffer d3 mortal wounds, d6 if they are psyker, demon or heretic astartes.

Use at the beginning of an enemy shooting or assault phase. Select a unit of DEATHSHROUD, remove them from the battlefield and then set them up with all models being within 3" of your warlord. If this stratagem is used during the first turn, the DEATHSHROUD unit must be set up more than 9" from enemy units.
Always silent, always watching.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.

Chaos Warmaster [3cp] Use this before the start of the battle. Select a model with the Lord of Chaos rule. Units under its effect re-roll all failed hits.
Champions Arise [2cp] Until the beginning of your next turn, you may roll on the chaos boon table for any unit champion, such as Aspiring Champion, so long as they meet the requirements of the Chaos Boon stratagem.
Ritual of Dark Invigoration [1cp] Select a friendly unit of Chaos Cultists. Roll a d6 for each model in the unit. For each roll of 6, the unit suffers a mortal wound, adding 2 to the result if there is a friendly Dark Apostle within 6" of the selected unit. After these wounds have been resolved, check how many models were lost in this manner and consult the following table.
1. Weak Offering - Lose d3 CP
2-5. Unnoticed - no effect
6-10 Decent offering - gain d3 command points
10-20 A fitting sacrifice - gain 3+d3 command points
20+ Dark Exaltation - Gain 6+d6 command points. Every Heretic Astartes Character (not Daemon Princes) in your army immediately rolls on the Chaos Boon chart, re-rolling results of 2 and 12.
