They're clearly painted to resemble biological feathers. Whether they are or not remains to be seen.

We've seen GW do biological feathers, typically they're not smooth with rivets on them. Even very tiny ones have barbs sculpted on.

It could also be the haft of a low-rent axe or scythe resting on a shoulder, come to think of it.

But I'd prefer it to be something in the same vein as a Corpse Cart, like one of several peasants that carry a palanquin or pull a cart.
