Amazingly enough, this is not about if Scout or Attack bikes can be Elite/Troops.

The rule reads, specifically, May take Bike Squadrons as Elites and/or as Troops.  It further stipulates that any squads taken as elites must take either the Tank Hunter or Furious Assault skills like a veteran squad, at the appropriate cost, and that any squads taken as troops must be 5 models strong and any squad may take the Expert Rider skill.

What is not stated, is that you may continue to take bikes as Fast Attack choices.  The other similar rules such as Blessed Be the Warriors indicate an 'and/or' with their original FOC entry, but Blessed Be the Wind does not.

This means, potentially, that you cannot take Bike Squadrons in a Be Swift as the Wind traited army that do not have a Veteran Skill (and thus are Elites) or at least 5 models strong (and thus are Troops).  If you believe the unofficial Pete Haines FAQ ruling that Be Swift as the Wind can apply to Scout and Attack Bike squads, this likewise means that you cannot have Scout or Attack bikes as Fast Attack, and that you may only take Attack Bikes as Elite choices (as they cannot be 5 strong, and thus cannot be Troops).

However, the rule does read 'May', not 'Must', and does not otherwise explicitly proscribe taking Bike squads as Fast Attack choices with no Veteran skills or at less than 5 models.  It also seems odd that something meant to be an advantage to a chapter (and balanced by a corresponding disadvantage), would have such a drawback, and against the spirit of Blessed Be the Wind, which is to be able to field a force composed exclusively of bikes.

What do people think?   Is this just a poorly worded rule entry, as would be all too common, and that Bikes can still be selected as Fast Attack choices?  Or does this constitute RAW that you may no longer take regular squads of Bikes as Fast Attack if you take this trait?

The codex says I can take Bike Squadrons as a FA choice.

"Be Swift as the Wind" says I may take them as a Troops and/or Elites choice (provided I meet certain provisos). It does not in any terms say that Bikes Squadrons may no longer be taken as Fast Attack or that any of the normal FOC choices presented in the basic codex are invalidated.

So if I take Bike Squadrons as a FA choice I have followed the basic army list and what rule have I broken?

None. There is no dispute, you may continue to take Bike Squadrons as FA choices in an army that is using "Be Swift as the Wind".
