With the galaxy as large as it is the odds of the average guardsmen seeing and fighting a marine or MEQ are relatively slim. Unfortunately the guardsmen in your (and anyone else who plays IG's) army are the REALLY, REALLY LUCKY ones that fight marines ALL the time...

I'd increase the number of miners in each squad or simple combine them together. with only 8, you don't even get a rank bonus. Also would think about dropping two of the bolt throwers for cannons. Also, you don't need 4 runes of spell breaking when you have 7 dispell dice

You don't need rank bonuses to take out enemy warmachines or rear charging using anvil, 8 models per unit of miners is fine.

Cannons are useless, keep the bolt throwers. Or better yet, drop 2 bolt throwers and get a thane. Looks like you have nothing to shave off enemy ranks in hth. The new and improved hammerers are also a good choice for this.

I agree with Angron in that you probably don't need so many scrolls.

The cost of the lord was 100pts too much, and Im dropping 1/2 the scroll runes. The Thanes will be helping the warrior blocks, and the miners will be getting to enemy warmachines and similar units.

shave one warrior off from each block, as the thane will fill that gap.
Huzzah, now you only have 2127 points spend and can add two more miners so you're at 2149.
Even then, two blocks of 6 miners are still a fragile thing to just place in your enemy's deployment area, eventhough to me, 6 starts to be looking a bit more worthwile than only a shabby 5. I'm not sure, but that extra miner in each block might do the trick. Maybe check beforehand if it's a warmachine/mage-heavy army or not and add them together if not to get the punch out of them. If anything at all, I like your army as it seems very coherent and seems incredibly solid. I do appreciate the sight of hammerers, though, so maybe you should drop a perfectly good strategy to give a stranger an army list with hammerers.

Im going to try 2x8 strong miner units with the demo charge. A test game vs W.E with 2x15 full command units failed, as dwarfs are too slow to get anywere vs. a mobile opponent.

My current army has dropped the non-runed bolt throwers in favor of a unit of slayers, I will try a unit of hammerers in their spot (maybe with the 1d6 break test banner).

Hammerers, I would take the immune to fear banner personally. LD9 stubborn is usually sufficient. Autobreaking to fear sucks.

p.s. there is a very cheap (1.00) large hammer arm in the classic range you can get that would probably be easy to use to convert warriors into hammerers. Least, that's my thinking

45 bucks a box of hammerers makes my wallet cry.
