I don't know how game you are to make your own, but it isn't that hard. I made many segments for a modular river by cutting long, thin strips of polystyrene for the banks, sanding them down, and gluing them to a vinyl placemat cut to the river's dimensions. The water can be made by spreading a thin layer of spackle between the strips of polystyrene and dragging a piece of saran wrap down it lengthwise. Once dried, you can glue sand to the polystyrene riverbanks, then paint it. This is all very easy, cheap, and you can get the river exactly how you want it. You can make rapids, boulders (by sticking a rock in the spackle), and small fords. Bridges are a bit more of a pain, but you can buy one of those with the money you saved. Roads are even easier. Cut the placemat to the size you want. Glue sand to it and paint it whatever color suits you. Bam! - Road.
