No way it's a warpsmith. Like with the hammer, it just has far too many pieces to be a marine-scale weapon. A marine power claw would be cast in one or two parts. That thing needs to be maybe half a dozen. Likewise, those rivets would be far too small if it was anything smaller than a dreadnaught-sized weapon.
I'm fairly sure it's one of:
Chaos primarch.
Demon engine.
Chaos knight.
AT-scale chaos titan.
Of those, the only one in the reliably rumour list is the chaos knight, so I'm guessing that is what we're looking at.

There's no real, reliable way to know this. Just supposition.

Serious question, where was "it's that naughty boy from the Maelstrom", outside of MDG posting it? Teaser today was: The Adeptus Mechanicus have seized the blessed Rumour Engine this week, and have applied their most advanced cogitators to divining the meaning of its messages. Unfortunately, those machines are thousands of years old, so the best they could get is this:
The bit for it on social media was this: Try zooming out on whatever device you're using, that might help you identify this week's Rumour Engine image. If you think you know what it is, share your guess with us below. Maybe a primark? My guess from one of the legions that we haven't go a primark for. It's not angron, maybe it's one of these?
Curze is dead, as is Horus. I have no definitive idea what it might be. The Claw length compared to the forearm length would mean he would be carving up the floor as he walked around if it were Huron. I am leaning more towards the Chaos Knight/Titan route.

I'm not sure what you think you're demonstrating with that image. It is a marine-scale power claw which consists of two pieces, which you could fairly easily see just from looking at the assembled model.
The rumour engine image has detail on the sides of the fingers which is physically impossible to do without making most of them separate pieces. As far as I can tell, you've got a two-part block consisting of the middle and ring fingers, which also hold the weapon muzzle. Then there's the tubing, thumb, and little finger, which all seem to be in the same plane so they could be cast as one piece. That means the index finger would be a separate bit, probably with half the plate over the back of the hand attached. The toothed wrist-guard has serious overhang, so that needs to be a separate piece as well. That's five pieces, almost as complex as the knight rampager's seven-piece claw.

Three pieces, if you want to get technical. Four if you count the shoulderpad since it's two separate parts. The point was that you can look at these things and insist that they would need X pieces when in reality it's a lot less than needed when done cleverly. If you want a better example, I could just point you at Abaddon. Model is slightly larger than a Marine certainly...but it's not like character models have been getting smaller. 5 pieces. Lower part of the hand with all 4 'finger claws' on, 'thumb claw' by itself, top plate for the hand, combi-bolters as two separate pieces.

It certainly looks bigger than the normal to be Deamon Price or Knight size, however looking at the "wrist" section, it's quite thin and doesn't look like it would really fit with either of those options.
My thought is that it's not a hand, but the end of a tail. So, some kind of Chaos Machine that has a tail attack kind of like they Tyranids. Though, I'm not sure if that already is a thing since I'm far from a Chaos expert.

First thing that popped into my head when you mentioned chaos machine with tail attack kind was the old Epic Khorne model.
* Edit; Banelord titan I think they were called. I thought they had smaller ones as well though.

Do you mean the brass scorpion? awesome model, but the claw looks too small for something like that.

Random crazy thought...
The claw is part of a servo-harness for a Warpsmith.
They seem to be taking strides to further differentiate Traitor versions of things via weapons and the like.
The Lord-Discordant has a chainglaive rather than the axe most associated with the Mechanicus and its allegiant forces.
Master of Executions has a big ol' headsman's axe rather than the sword of the Judiciar or Emperor's Champion styled models.
Wouldn't be unbelievable that the Warpsmith that's been rumoured is Obliterator sized, with mechandrites sized to match.
