There was another fantasy universe that did first the evil ratmen divided in japanese inspired Clans but I can't by the love of God remember the name.

So Skaven, the only "original" GW concept aren't really original of GW. (Not saying this to critizise them, just to be honest with the original creators of the concept)

Dakka does have White Knights and is also rather infamous for it's Black Knights. A new edition brings out the passionate and not all of them are good at expressing themselves in written form. There have been plenty of hysterical responses from both sides so far. So we descend into pointless bickering with neither side listening to each other. So posting here becomes more masturbation than conversation.

I'll be honest, the only thing that comes to mind for me is Master Splinter from TMNT, but that's not exactly evil, nor japanese clans (only the Foot clan would count and they aren't rats).

Shaven come directly from Lankhmar. There are a couple differences (being actual rats), but much of the culture, scheming the destruction/takeover of humans cities, and the actual Council of Thirteen is just copypasta (keeping in mind that the skaven clans were fleshed out later)

Nezumi in Legend of the Five Rings? Quite a bit after Warhamemr Skaven and very different as they had a very Japanese culture.

One I can't comment on as never read the stories but will ask some firends who have - thanks for the info.

Yeah, I also use my Skaven as Nezumi, as at face value, Skaven can be painted as pretty Asian, especially the Stormvermin. Have been thinking of using something like Song of Blades and Heroes to do L5R skirmishing.
