In 40k, since Craftworlds are effectively gone, can I use Yriel or Eldrad
Special Characters, give them a different name and color scheme and
say they're Alaitoc?

Basically. Since there is no "Ulthwe" list using Ulthwe rules, eldrad is open to be used wherever and whenever you so choose.

Same goes for Yriel.

The real question is. Can I have Yriel and Eldrad in the same list? The answer is yes. Therefore the craftworld of origin is irrelevant.

Either those special characters have come to your craftworld to help out, or they are your own craftworlds heroes of the same cloth as Eldrad/ and/or Yriel. Both are entirely a background perspective, and you can twist the background however you want so long as the list itself is canon. In fact that is even encouraged.
