The codex states, "any one deathwing terminator in the army may carry one of the Deathing's COmpany Standards"

Does this allow another HQ character, say a librarian, so carry the banner? The librarian is a terminator, and Deathwing, so would seem to meet the requisite criteria.

In Belial's later entry it says, "one deathwing terminator squad may carry the banner"

If you have the librarian join the unit as per deathwing assault deep strike rules, can he then meet all qualifications?

Then the last question is, in the Librarian's entry it says, "A terminator armored librarian may take no other options" however, in context it would appear to be speaking only to the options listed in his own entry. Would this disallow issuement of a company standard?

HQ choices are not "Deathwing Terminators". There is one specific entry in the Codex called "Deathwing Terminators". Any model purchased under that entry may take the standard.

I think Jervis' "unofficial" faq posted on B&C by Owen Rees answers this in a sideways sort of manner.  One question relates to characters (Libs, Chappies) taking bikes and are they part of the Ravenwing.  His answer was no.  Other than this vague "intent" linkage to the issue of characters and the wargear they can take vis-a-vis the RW/DW I don't know of any clear or solid ruling you will find.  Maybe others know of a better justification/counter to your idea. 

But I may be missing your point because won't the Lib or Chap still benefit from the banner if they join said squad? If this is the case then it makes your point (or my perception of your idea) moot.

Unlike in the old 'Dex were it labeled characters as "Deathwing" this one does not. I would have to say that only a Terminator from the Deathwing Terminator entry can carry it.

Lost in L.A. smog

Could that be taken even further and taken by the letter that it's a Deathwing Termie only and not the Sarge?  It says a "Deathwing Terminator" can have the standard not a "Deathwing Terminator Sergaent", so it seems only a Termie squad member can have it.  I'm not good at GW rule interpretation so I'm not sure but it sort of makes sense.
