Why not? It's what For Honor does. The devs outright do not look at winrates beyond the top MMR. It may not be as satisfying to hear, and the game is not perfect, but it's certainly more balanced than Overwatch.
You balance around the top players because the top players actually understand the depths of both their hero and the game. In QM that is far from guaranteed. Frankly you should balance around each hero being played to their reasonable maximum, especially if you are looking at making your game a big esport like blizzard is.
Or you could just move closer so the projectile has less distance to travel...
Bad idea. Orisa is extremely weak up close. It increases her damage, but it increases the damage of everyone else too, and she is already very fragile.

I imagine the main reason for honour is balanced because people haven't fully worked out how to break it yet.
As for top players and game balance, well. I don't believe blizzard are stupid, they'll have done all sorts of Martha to work out where the biggest spenders are, the biggest whales, whether the project ed income is increasing and so on.
Ma new no mistake that's the demographic they're balancing for. The group that long term gives blizzard more cash.
Make no mistake, I'm giving blizzard a compliment here. I don't think there's meant companies, relatively speaking that look past the next quarterly report, nevermind thinking long term.

some heroes need you to up your game because of imbalances (Reaper, Orisa).

Sorry, should have rephrased. There aren't characters that are cripplingly bad, but rather ones that aren't quite up to the standards of others. You can still play them but will often get somewhat better mileage with another hero, but that doesn't mean that they aren't playable.

Might have to sit this one out, finals are coming up. None of the skins stick out immediately as a must-have, but I kinda want something to remember the event anyway.
Edit: the Sombra dance emote is nice, and better than the dances of my mains, so I might get that. Lucio dance emote is nice too.

I had quite a lot of fun with 1v1, mainly because my gripe with it before is that 1v1's with the same character usually just involved the winner being whoever shot first/kept shooting.
I have only played one game of it, and the guy was nice enough that I let him have the box at the end of it. 3v3 is definitely the better mode - the fact that heroes that I reckon are often a little sketchy in terms of overpowered in 3v3 (Zenyatta, Pharah/Mercy, Roadhog) get locked off after a win makes it so much better. A thumbs up for Blizzard on that one
Also the drop rate for Legendaries in this event is so much better than Uprising; while I haven't got any event skins, I have got 3 Legendary skins already.

I like the idea of mystery heroes, but they really, really need to keep ult counter between changes, or have it not build at all. As it is, whichever team gets their mains first can survive long enough to ult-storm and win.

It should. As that would be unfair. You don't keep your ult charge while swapping sides on other game modes either.

I think Mystery Heroes needs an algorithm, so that you can at least maintain either a balanced comp in each team or do it so that the other team cannot get a better comp than your team randomly. Ult storms are a pain, but losing simply because you have zero healers or tanks is much worse, while the other team has a nice 2-2-2 comp that you could take into Competitive.
Ult charge would be tricky to implement since each hero charges their Ultimate at different rates, but I do think that you should at least get proportional progress on your Ult with another hero if you die (e.g. you die as Roadhog with 50% charge, you spawn with Sombra and more charge than 50% since she charges faster than Roadhog)

Either that or just take ults out of that mode entirely (exception for Dva's mech). I would actually like to try Overwatch without them, since even the competitive play I've seen tends to boil down to "hang around, wait for ults, make progress, resume waiting".

Reapers buff isn't ridiculous and Roadhog is still strong just not solo-carry roflhook anymore.
Making the skins available is music to my MOBA hating ears.
