I'm putting together a Daemonhunter list with 2 platoons of Inducted Guard. Is it tourney legal to include commissars in the two Platoon HQ squads as there is no Command HQ? Armybuilder lets me, but I'd rather have some feedback.

The DH codex specifically lists which IG units you can utilize and Commissars are not on that list.
In addition, the 'advisors' rule in the IG codex does state that the Command HQ "must" be allocated one advisor of each type before any others are allocated to other units.
So I would say the answer is an unequivocal 'no'.
That said, Commissars are so over-pointed for their abilities I'd be shocked if anyone complained if you took them in your army regardless of their legality.
Actually Army Builder does NOT let you take a Commissar in an Inducted Infantry Platoon. Yes, the option is there, but as soon as you take that option you get the validation error that the Commissar's presence is invalid.

Swap your list around. Make it an IG army, with DH allies.
