Absolutely they ignore the effect of the power, that's exactly what the Null Rod does (it is one of the only things in the game that ignores the effects of all psychic powers, along with Kharn's Blessing of the Blood God).

I don't see any other way to interpret it.

You know I suspected it, but in all the Ard Boy rounds I never saw/heard of it being used. I saw people taking the null rod to shoot Siren princes in LaTD armies. Thanks.
