I believe some
GW mouthpiece or other actually stated as much when the latest
CSM book came out, saying that they didn't include Legions so that they could dop "proper" Legion Codices at a later date. Naturally, this creates a lot of suspicion as to
GW's actual motives, but I believe it to be genuine:

GW can sell 5 (6 with Daemons) Codices instead of just one

GW can include all of Fluff, rather than having to condense it down to a single page or two.

GW can do a much better job of balancing the Legion lists.
I suspect we'd see the
40k Chaos lineup as follows:
- Chaos Space Marines,
- Chaos Daemons,
- World Eaters,
- Emperor's Children
- Death Guard,
- Thousand Sons
roughly in the above order. I don't think
GW would do the unmarked Legions as full Codices, but I could see each unmarked Legion gaining a single special rule or unit (e.g. Cultists) added to the basic book.
In terms of rules complexity / unit count, a dedicated book would be basically similar to the current book. I don't think you'd have too much more in the way of
HQ weapon / power options, probably only Plague Sword, Plague Knife (replaces
CCW), Blight Grenades,
MoN Daemon Weapon, and
MoN Vehicle upgrade. The main difference is you gain the full power Daemon entries over the generics.
I think your basic list for Death Guard is about right.

I'd rather see the above than your "Wraith/Angel" (seems odd). I'm OK with the Plague Immolator, but think that might be more of a
MoN Predator / Vindicator.
It is possible you could also get:

MoN Havocs (Heavy)
Overall, I think this will be better than giving generic
CSM access to
MoK Bloodthirsters.
