I think I'm going to start getting into WHFB...after I finish painting my DA, and 1800 pts of Tau  . My roomate was also thinking of getting into it as well. While I pick an army by just looking at it for how cool it looks (I'm probably gonna end up with either Brettonians or Chaos), he tends to focus more on what army is more playable in terms of tactics. He says he wants an army with a powerful caster, thats relatively high points, while everything else in the army is built around supporting this unit. I think I read once in a WD that Lizardmen have really strong casters, but I'm not sure. Also, I know the new HE can take a mage on a dragon. Any suggestions on what he might like?

Yes, lizardmen and high elves are good at magic. The lizardmen Slann is the most potent caster in the game if kitted properly, altough he needs to content with the basic lores of the main rulebook (he's quite expensive, though). The high elf archmage is also a great caster, altough he's more in line with your average wizard lord. What sets him apart is good magic item options & good high elf lore which can be chosen instead of the base lores. The high elves can also indeed take the dragon mage, altough he isn't as good as caster as the archmage and is non-armored elf on a smaller-than-average dragon, so your mileage may vary if you use him. In any case, both lizardmen and helfs have good magic (which can be made expensive) and good support choices, so choose according to which models you like best.

Lizardmen, HE, WE or Khemri are the way to go.
Very solid armies and either per definition magic-heavy or able to field a lot of magic. None of them is a horde army.
PS: DE slaaneshi cult might also be an option, but you don't want to play with them versus Dark Elves.

if he wants to dispel damn near everything go Chaos Dwarf. a CD sorcerer lord on Lamasu is a fearsome creature imo. plus there are very few people who play CD so you have the advantage of people not being prepared for your army often

Woot another one for WHFB! I personally think its the better game (an unpopular thought around these parts  ) Go with what you like to paint, with fantasy it seems you are never done painting ( I have a 3000+ skaven army i have yet to touch )
As for your friend, Lizardmen are great have him look over a copy of the book and see if thats what he would like, I would also suggest Vampire counts / Tomb kings (the great thing about that is a lot of the stuff is interchangeable / convertable so if he wants a change down the road it wont be costly) VC just got a new book and its slightly over-powered  there nice and easy to paint and have them looking real good. Not to mention that all vampires are casters.
Chaos Dwarf is not the army for a new player. First there Army book is only found in a rare and out of print book, second you have to convert all of your models or fight collectors over them on scavenger-bay, third they a have sever lack of units and under the new rule set both sneaky-gits (lap around is gone) and Bull centars ( Bull Centaurs get +1S when using great weapons. They do not get +1 to their armour save for being mounted. They do not get an extra attack when using additional handweapons. They are Unit Strength 2.)
are complete junk. At this point there is only one army list to run and be competitive it is as many chaos sorc. as you can 2 units with blunderbuss XX hobgolin bolt throwers, 2 earthshaker cannons. then slaves to fill the rest in.

He said he wants a Caster that is powerful that the rest of the army is built around, I'd say Lizardmen at higher points with Slann or Vampire Counts with an Arkayne (Necrarch) general.
