I was reading the rules for FoF the other day, and realized something.
I noticed that, while the old rules specifically say that units may fleet, the new 4th edition universal special rule for Fleet has no mention of units, and simply mentions models that fleet. Now the intuitive way to use fleet would be to treat it like moving (so if one model in a unit moves, the rest count as moved), but fleet is totally different than moving, so the rules must specify that this is also the case for FoF. Additionally, the rule that says if one model moves, the whole unit counts as moving SPECIFICALLY says that it applies if any models in a unit move during the MOVEMENT PHASE. In the RAW, it reads, "... In a turn in which models with this rule do not shoot or use a psychic power,..." (P74, Main Rulebook), and, "...the whole unit counts as moving [for shooting purposes] if ANY of its models moved in the Movement Phase." (P22, Main Rulebook). Again, NOWHERE in the paragraph on FoF is there a single use of the words "Unit", "Squad", or anything of the like.

If I am reading this correctly, then to use fleet properly one must roll for EACH model in a unit that the player wishes to fleet, but may elect some models to not fleet. Therefore, a unit could potentially fleet with some of its models, likely have at least one model roll a 6 for movement, and shoot with special/heavy weapon carriers. Now this seems extremely broken, but the rules' wording suggests that this is how fleet works. I have searched the FAQ as well as this and other 40k forums, and the question has never popped up.
Could anyone prove me wrong? Please do, or else FoF will be extremely broken

First off, the fleet rule is very poorly worded. by the RAW it allows models with fleet to use the ability in the opponents shooting phase.


But that's just a tangent. The truth is this:

The 40K rules are written under the premise that portions of the rules presented in specific sections of the rulebook are used without explanation throughout the rest of the rules.

For example, casualty removal is only covered in the shooting rules yet we are naturally expected to use it in pretty much all strange situations where units suffer wounds or casualties.

The same is true with the movement rules which provide the basic framework for moving models but must also be applied in all situations otherwise you end up with strange situations of models moving through impassable terrain during pile-in moves, for example.


The point being, I cannot give you clear-cut "proof" that your assertion is incorrect (because it isn't on the surface) the fact remains that to play 40k as it is written you have to make basic assumptions about the rulebook, one of those being that the rules for movement apply to all movement (unless specified otherwise).

And almost more importantly, regardless of the RAW nobody plays fleet this way. No tournament judge will ever rule in your favor and if you try to assert this position with your friends they will likely laugh in your face or get angry and never want to play with you again.

Prove you wrong? Sure. Read the "Universal Special Rules" introductory text, the stuff in bold. It says: "The following unit special rules are the definitive versions,"

All Universal Special Rules cover units, and since models are what units are composed of it is no great mystery why the rule covers them and not units.
