Hello,
I have been searching for model kits or any ideas/inspiration for building the DKoK Heavy Mortar http://www.forgeworld.co.uk/heavymort.htm seen here. I am looking obviously for a cheaper or more easily obtained option
But have been coming up empty for easy solutions. Any ideas?

For all your bravado, if the US Army decided to invade, Wisconsin is it?, in force supported by a heavy bombing campaign for the month before, weeks of shelling from battleships on Lake Superior, and a full tank thrust (crushing the cows beneath the treads), I don't think that your .22 is going to make much of a difference really... Urban war has some mortars and rocket launchers that would work, the War Store has them 50% off.

You would probably have to extend the barrel or something.
1/35 or 1/48 scale artillery models are another option.

For friendly games or games at your FLGS, that model would be just fine... I wouldn't even bother with lengthening the barrel.
Of course, you couldn't get away with it at a GW store, or tourney that allows DKoK... but you probably knew that, anyway.

Since a tournament in the US is unlikely to allow FW as anything but 'counts as', I wouldn't worry about it.
WS: did you want to go for the mortar effect, or would some kind of other heavy artillery (rocket launcher for example) fit the bill? Some of the Armorcast stuff, while cartoonish, might work.

I do have the armorcast howitzer somewhere, now that you mention it. The Urban War mortar works as well. Hard to find any 1/48 scale artillery pieces but I will keep an eye out.

For most of the tournaments, you're right.
IIRC, The Adepticon Iron Man, however, does allow Forgeworld models & rules, but only if you have the actual Forgeworld model.

I think the main problem with 1/48 or even 1/35 scale artillery is that most of the time it's TO SCALE, meaning it'll look too weedy compared to GW's outrageously sized guns. 1/35 is probably your better bet, but will still look to proportional.

This is 1/144 scale, but it's the right shape and idea. Could be okay size-wise.
Dimensions of the real deal. Unless my math is off (wholly likely), the 1/144 would be around 3x.8x.7"...
