Well, looks rather good. I'd take a Librarian with terminator armour, storm shield, fury of the ancients, and veil of time instead of a Master.

How would you modify the list to get him in there? He's 39 more points than the master set up like that. I could drop the Vet from the Dev squad and drop both flamer throwers from the assault squad replacing with a single plasma pistol.

Exactly, I'd drop the Vet Serg from the Devs. An auspex is not a must-have.
Moreover, you have lots of anti-infantry weapons (heavy bolters) so that the flamers are not really needed.
FotA is too good to be left home.
