All models in the formation count as having the mark of Slaanesh, but no icon was purchased. What's keeping me from then buying an icon of chaos glory, giving those units re-rollable morale checks?

GW's already been kind enough to show me what I can do with my fluff when they allowed Kharn to lead a squad of Noisemarines, or Typhus to lead some Thousand Sons. They give me something broken, I'm gonna find ways to make it better

To answer your question correctly, the MoS makes the unit fearless does it not? Why would you need the Icon of Chaos Glory?

Well, you have to remember that GW appears to have a different mindest about Apocalypse. They may have intended for everyone in the formation to count as having an "Icon of Slaanesh" rather than the Mark, and the Chaos codex makes it clear that a unit can only have one icon.

Conversely, they could have meant it to mean that they all count as "Noise marines" who incidentally have the MoS built in.

By strictest RAW, you can make a good argument that they could take an icon or could not, because the Chaos Codex doesn't really tell us what to do or give us a situation where a unit can have two marks, and I'm sure the formation writer was probably thinking Mark as synonymous with Icon.

I would discuss this with your opponents before hand to avoid any heartache about it, and besides, you have to discuss just about everything with your opponent in Apocalypse.
