I'm having the hardest time trying to assemble metal ork nobz figures. Most of the glues I have tried
just aren't strong enough for the positions I want to put the arms in. Anyone have any suggestions?

I'll try anything twice

Are you pinning the arms? That will help immensely.

Superglue and pinning is probably your best bet.

If you don't have pin vice, I recommend investing in one.

Super Glue Gel is much better than regular Super Glue.

I'm going to have to call shenanigans on this one. The gel glue is MUCH better at filling gaps, but you get lots of "blobbing" if you try to glue two flat surfaces together. And you should always be gluing two flat surfaces together, not trying to bridge a gap with glue (that's what green stuff is for!).

Also, as an aside, stay away from kickers (accelerators). They create a much weaker bond, and there is the risk of the glue "fuzzing" up.

Trust me, no matter what damage they have the potential to do, single-shot weapons always flatter to deceive in 40k.                                                                                                       Rule #1

Pinning is very helpful. Drill with a Dremel or similar -- small holes can be done with a pin vice anything more is a major pain to do by hand.

As Iorek said you should always seek to mate the largest flat area possible. Score the opposing surfaces lightly with a blade to offer a key for the cement.

Wash the bits and dry carefully to remove grease and swarf.

Use epoxy resin cement such as Araldite, rather than Superglue. You can get a quick-setting Araldite that cures in 5-10 minutes -- this almost lets you hold the parts in position by hand.

Finally, if there are still gaps pack them with green stuff or Milliput,

We're not very big on official rules. Rules lead to people looking for loopholes. What's here is about it.
