the eldar codex states that a shadowseer is a psyker, and "always has the Veil of Tears psychic power" does that mean he still needs roll to cast or that he always has the ability enforced without having to roll to cast anything? noob here so im sorry if its a dumb question

Page 49 says, "It [VoT] follows the same rules as Warlock powers (see page 20-21)." They have the page numbers wrong; it should be page 28. Reading the Warlock entry should clear things up.

Quick answer, no. There is no roll necessary for warlock powers. They work automatically and in the case of things like conceal or the veil of tears, continuously.

I wonder if "hammer of the witches" would work on the shadowseer?
