Yes, they can. Giving the Sergeant Terminator Honors will give him access to the Armory, where the HOA is an option.

This is an interesting list. I've played as Drop Templars before, but not anything like this.

In 5th Edition, depending on how the "Run!" rules are worded, you may be able to contact enemy squads on the turn you land. That would be deadly.

Let me start with the things I like, and what I think will do you well:

First, having 80 Templars is a good body count. Seems a bit odd to be gearing towards a 2204 points list, but if you shave off one Crusader Squad, you're down to 1989. Anyway, the number of bodies is good. Having that many models on ending up right on top of your opponent is good. Traditional slogging Templars can expect to lose two thirds of their troops before making it to the enemy's gunline. Eliminating the need to walk makes Drop Pods very nice.

Second, I like your command Squads. Though they're expensive, each one is packing a pair of Meltaguns and Holy Hand Grenades, as well as a 2-Attack Fist (will only get 3 on the Charge in 5th) for close-in work. Those two will be your tank-killers. The fact that every other squad in the army also has a Meltagun and Power Fist is good too. However, use them as backup - the real work will be done by the Orbs and Meltaguns in the Command Squads.

Things I don't like:

Your HQs are beefy. There's not necessarily a whole ton that can be done about this, except possibly dropping the Command Squads and sticking the Marshal and MoS into Crusader Units, but I would only recommend doing so in much smaller games. At the 2000+ points limit, I think you've rectified their cost by giving them an ungodly amount of anti-tank weaponry.

You have zero medium to long range antitank weapons (or any ranged weapons for that matter). Once your stuff is on the field, if you haven't locked your opponent in Assault, you will be at the complete mercy of his ranged weapons and vehicles. A mechanized army would shatter this list, as you do not have enough anti-tank weapons to go around. I would seriously consider making room somewhere for a pair of Landspeeder Tornadoes. The two Assault Cannons will really improve your mobility, and will help out a ton in the final turn of the game as you make for objectives (not so in 5th, though they still retain their usefulness).

A final note on tweaking the list: I'd say that the Terminator Honors are kind of pointless. I'd drop them and use the points to give the Chaplain a Thunder Hammer in place of the Bolt Pistol. He'll be able to kill tanks and MCs in addition to softer gribblies at will. That would turn the 2200 point list into this:

Just a minor change, but I think it will optimize your anti-tank abilities without requiring you to dump 70 bucks on a pair of LSTs.

Since this list is the top Google result for "black templar drop pod lists" I feel it necessary to correct a discrepancy despite the age of the post:

Though SGTs can purchase wargear from the armory if they've taken terminator honors, they are 1 wound models and may not purchase the Orb because it's point cost is 10/- (the dash representing the cost for 1 wound models). Though it is not clearly stated that a dash means the inability to purchase, it certainly doesn't mean it's free. Therefore, the SGT may not purchase the Holy Orb.
